A meeting of the Board of County Commissioners was held on February 10, 1992. Commissioners present were Nancy Pope Schlangen and Tom Troop. Commissioner Dick Maudlin was out of the office. Also in attendance were Rick Isham, County Counsel; County Administrator Mike Maier; and other staff and a few citizens. Items discussed at this meeting may be on a future Board business meeting agenda: Discussion of Community Development block grant proposals. Susan Mayea of the Board's office and Mike Burton from the Central Oregon Intergovernmental Council explained the proposals. COIC will be administrating the grants. There were La Pine residents present to participate and listen. The three categories are public works, housing rehabilitation and community facilities. The County can apply for one of those. The County can also apply for a technical assistance grant. So potentially the County can apply for three grants. Mr. Burton explained what the grants are meant to address, how they would apply for the grants, the amounts and other details. The public is invited to provide input to COIC, and there will be a public hearing. The Board is the final decision -maker on which grants are pursued. It appeared the greatest interest is from the La Pine community. Various community members spoke about their desire to see a grant go towards educational purposes, and providing services for children and families at the school location. A very lengthy discussion then took place about various ideas and proposals regarding how to use grant funds, if the County was able to get them. Discussion of a public hearing on a text amendment on Title 19, amending the rear yard setback standards for the RL zone. Paul Blikstad of CDD said this would help address some problems that they have at the counter. The property is just north of the Ferguson Road/27th Street intersection. Staff would like to consider this space as a side yard rather than a rear yard. He went into further details at this time. County Counsel was in support of this change. Discussion of a public hearing regarding the upcoming County tax base levy. Mr. (sham said that members of any taxing district and other members of the public can attend and testify. This is part of the tax coordination process. Discussion of Resolution 92-007 relating to the process for implementing the JPPA program for the tri -county area. Commissioners from the three counties met and decided to continue to designate COIC as the program operator for federal JPPA Transcription of Audio Recording of a Work Session, February 10, 1992 Page 2 of 4 dollars that are transferred to local regions through the Oregon State Economic Development Department. Discussion of Order 92-013, changing the name of a portion of Ladera Road to Sky Harbor Drive. Discussion of tax refund Order 92-015. Much of this has to do with adjusting taxes on properties lost or damaged in the Awbrey Hall wildfire. Discussion of Ordinance 92-010, repealing section 3.36.120, sick leave pay and workers' compensation. Mr. (sham said this will better coordinate with County policy. Discussion of the award of a bid for the Baker Road bridge. This would replace a mostly wooden bridge that is rotting underneath. It would be replaced with a concrete structure. Discussion of a City of Bend replat for the Park Place subdivision on Roanoke and West 9th Street. Discussion of an appropriations transfer for the FY 1991-93 Mental Health Department. Discussion of upcoming meetings with Data Processing, Mental Health, Assessor, and Public Works and the Surveyor. Discussion of the Clean Air Committee's request for the County to pay for a dedicated phone line for them, so they can respond to calls about woodstove usage. Discussion of a meeting with MADD (Mothers Against Drunk Driving) and law enforcement representatives and the Traffic Safety Team. Discussion about the loss of three deputies to the City of Bend, since they will pay them $600 more per month. Resources in the department are getting very thin, and this is presenting difficulties. Deschutes County may have the lowest number of deputies per population in the State.
