DESCHUTES COUNTY BOARD OF COMMISSIONERS
Audio Cassette Recording Titled: WORK SESSION
February 3, 1992; 10:00-11:00 AM.
A meeting of the Board of County Commissioners was held on February 3, 1992.
Commissioners present were Nancy Pope Schlangen, Tom Troop and Dick
Maudlin. Also in attendance were Rick Isham, County Counsel; County
Administrator Mike Maier; and other staff and a few citizens.
Items discussed at this meeting may be on a future Board business meeting
agenda:
Discussion of the possible purchase of a tractor and a pump for a water truck for
Public Works. (A long discussion ensued.)
Discussion of approval of an amendment to the CASA (Court Appointed Special
Advocates) plan, to include another $10,000 from the State.
Discussion of appointments and reappointments to the Children & Youth Services
Commission.

Discussion of a public hearing on establishing manufactured homes sales and
service as a conditional use in the light industrial zone.
Discussion of several reappointments and appointments to the Deschutes Basin
Resources Committee.
Discussion of the approval of conservation easements, for George and Virginia
Odem, and one for Eliza Lazarus.
Discussion of budgeted cash transfers.
Discussion of a tax refund order. These are primarily due to a loss of value for
properties negatively affected by the Awbrey Hall wildfire.
Discussion of approval of a road name change, from Evans Road to Evans Way.
Discussion of approval of a rental agreement for the Sheriff's substation, for $400
a month, which includes utilities.
Discussion of an upcoming meeting regarding bond financing, with a bond
specialist.
Discussion of a meeting with Dick Donaca, CPA, to talk about the latest County
audit.
Discussion of the urban growth management agreement, especially the definition
of service providers. Part of this has to do with joint purchasing of various
entities, including COCC, the cities and the school districts. A lengthy discussion
ensued.
Discussion of the newly revised procedure for putting a tax measure on the ballot.
This is a result of the passage of Ballot Measure 5. A long discussion took place
regarding changes to the 9-1-1 levy measure language and other ballot -related
issues, including the COCC levy request.
