A meeting of the Board of County Commissioners was held on January 13, 1992. Commissioners present were Nancy Pope Schlangen, Tom Troop and Dick Maudlin. Also in attendance were Rick Isham, County Counsel; County Administrator Mike Maier; and other staff and a few citizens. Items discussed at this meeting may be on a future Board business meeting agenda: Discussion of a request to site a motor -cross track and auto speedway on County land either north or south of the Redmond Airport. Mr. Maudlin said he has spoken with the person representing the interested party. Staff is concerned because there is a shooting area nearby already. The person has been trying to work with the Fair Board on this but is not getting very far, so is asking for some of the Board's time. There have been a lot of requests from business people in the industry for this kind of facility. He presented information on a number of similar tracks located throughout the northwest. This went on for a lengthy period of time. He has had nothing but problems getting anyone in the Fair Board to listen to his ideas. Mr. Maudlin said that with the information now available, that the County can't enter into an agreement long enough to make it worth his while. There are some major concerns about what is going in around the Fairgrounds. It will take some work to come to an agreement. He indicated that the Property Manager can perhaps help to iron out the concerns. Discussion of a slope and construction easement with Deschutes Development Company regarding Riverwoods Drive local improvement district. Discussion of a declaration of dedication with the Ridge at Indian Ford Association, along with a slope and construction easement. Discussion of an upcoming meeting concerning a proposed Squaw Creek Canyon local improvement district. They received petitions for over 60% of the properties; however, the developer still owns a large number of these lots. Discussion of approval of two amendments to the Mental Health intergovernmental agreement with the State. Discussion of proposed remodeling of the Juvenile Detention Center. The architect has completed the plans. The Department is on target for revenue this year. Discussion of an agreement with the Marine Board regarding the development of facilities located at East Lake. There was a lengthy discussion on how the grant funds should be handled. Discussion of approval of a liquor license application for A&B Meat Company. Transcription of Audio Recording of a Work Session, January 13, 1992 Page 2 of 4 Discussion of the reappointment of Theola Prentiss to the Deschutes River Recreation Homesites Special Road District #6 board. Discussion of the appointment of members to the Deschutes County Farm Land Advisory Committee. Discussion of a public hearing regarding the appeal of the Hearings Officer's denial of a conditional use for a site plan application for PacifiCorp, for an electric transmission line. Staff explained that this has created some controversy, and the Board received around 400 letters. There has been a lot of testimony as well. The notice included a notation that this hearing only concerns the line within the County, not the City, so that should reduce the numbers. It is a huge increase in transmission lines in several parts of the area. A very lengthy discussion then ensued. Discussion of a public hearing on amendments to the landscape management combining zone and rimrock setbacks, Title 18 of Code. Staff indicated that this does need to be adopted by April 15 so the County can stay in compliance with the timeline for periodic review. There was a lengthy discussion on this complicated issue. The Planning Commission wanted staff to do more work on this, but staff does not have the time. The initial hearing drew in almost 200 people, but many were uninformed of the exception criteria. At this point, everyone who has shown an interest in the issue has been advised of the hearing. Discussion of upcoming meetings with Mental Health, and Public Works and Surveyor.
