A meeting of the Board of County Commissioners was held on January 6, 1992. Commissioners present were Nancy Pope Schlangen, Tom Troop and Dick Maudlin. Also in attendance were Rick Isham, County Counsel; County Administrator Mike Maier; and other staff and a few citizens. Items discussed at this meeting may be on a future Board business meeting agenda: Discussion of Amendments #9 and #10 of the master agreement with the Oregon Health Division. Department Director Frank Moore gave a brief overview of the items. Discussion of a continued public hearing regarding the proposed incorporation of Sunriver. In particular, this involves adding some properties to the proposed boundary. Anyone else who wants to testify is also welcome to make a statement. The next step for the County is to send a letter to the parties' attorneys, to let them respond to testimony that was given. Staff indicated that the staff report would be rather lengthy because it is a very complicated issue. There is a lot of confusion right now, especially because of the Smith Rock proposal. The Board may want to limit the time for testimony, since there is a lot of testimony in the record already. Mr. Maudlin stated that he didn't see that much public testimony in the minutes, except for the applicant. Staff said some of the minutes have not yet been done, and none of them would have been done verbatim. Discussion of a public hearing regarding an exchange of contingent future interest in land with the DiBernardis. This has to do with an exchange that involves Park & Recreation. Discussion of a presentation by the Deschutes Soil and Water Conservation District. Mr. Throop said that he walked the area with the group, which has obtained some funding from the State to do master planning for the project, which is near Cloverdale Road and Harrington Loop. The groups wants to present the plan at the next Board meeting. It is part of the Tumalo winter deer range, and supposedly is a convergence of a variety of wildlife and a very unique location. This group hopes to do more intensive management and develop better habitat areas. It would be a park, but undeveloped and natural. Mr. Maudlin is concerned that the County will be on the hook for any kind of liability. He would like to sell it to a conservancy group instead and get it out of the County's hair. Some nearby residents are concerned about it being called a park. Discussion of a conservation easement from the Bowers, for property on River Loop Drive in Fall River Estates. Discussion of a road name change from 78th Street to 76th Street. This involves a portion that splits off. Discussion of the appointment of Jerry Hicks to the Panoramic Access Special Road District board. Discussion of the appointment of Mr. Downey to the Lazy River Special Road District board. Discussion of the appointment of Herb Waits to the Newberry Estates Special Road District board. Discussion of the Deschutes County United Way effort. Discussion of the dedication to the public of a bicycle and pedestrian trail between Summit Park and Sylvan Park, across the perimeter of the Awbrey Butte radio tower site. Staff indicated that it stays well away from the towers. There is an old jeep trail there already. Discussion of a minor partition creating two ten -acre parcels in an RR -10 zone, at the intersection of Richard and Ward Roads. Discussion of sending a letter to the Economic Development Department for the Sisters special fund grant. This is meant to help with sewer and water costs in the Sisters industrial park area. Discussion of a tax refund order. Discussion of approval of a liquor license application for Terrebonne Market, Inc. Discussion of the farm land study. Ms. Schlangen said she has been getting calls on this issue. They want to know who should be on the committee. Mr. Throop feels that it should be people with a technical background at this point, including those from a variety of agencies. The time for citizen participation would be at future public hearings. Mr. Maudlin thinks that citizens should be involved from the beginning so that it doesn't get bogged down in technicalities. Discussion of concerns regarding the cost of elections.
