A meeting of the Board of County Commissioners was held on May 3, 1993. Commissioners present were Nancy Pope Schlangen, Tom Troop and Barry Slaughter. Also in attendance were Rick Isham, County Counsel; County Administrator Mike Maier; the media, other staff and a large number of citizens. Items discussed at this meeting may be on a future Board business meeting agenda: Discussion of approval of a request for economic development funds for the La Pine port district. Mr. Throop gave an overview of the request, which would be submitted by the County on behalf of the group. Representatives provided a presentation and the process to the Board. The goal is to develop and manage the La Pine Industrial Park site locally, as the community wishes it to be handled. A lengthy conversation ensued. Discussion of the Bechtel license agreement. Property Manager Brad Chalfant said this was drafted to dispose of rock in a specific location, but because the company does not plan to compact it or otherwise treat it, he feels this is inappropriate. The Board agreed that the area may be within the City limits within 25 or 30 years, and that would create problems for later development. Mr. Slaughter said that there is an area near there off Stevens Road where there is a lot of trash and material that is a mess, and needs to be cleaned up. He asked who owns it. Mr. lsham stated that no one can have a private dump without a permit. Mr. Slaughter added that there are a lot of tailings that are near the same location that need to be addressed as well. He believes that site is owned by the County, and the County needs to start addressing its own messes. Mr. Chalfant will look into this matter and update the Board accordingly. Discussion of approval of a liquor license application for Abby's Pizza Inn of Bend. Discussion of approval of an agreement with the Oregon Department of Energy for a telecommuting grant. Susan Mayea gave an overview of the grant, which is part of an overall effort to conserve energy and resources. One project is to establish a CDD substation in La Pine. Another project is the Redmond appraisal project. There are four appraisers who live in Redmond, so vehicles would be housed in Redmond so they can go directly to the Redmond sites. Discussion of the City -County meeting earlier in the day. Another day needs to be scheduled for follow-up on the Parkway project and the new City Hall. She was advised that they have the necessary equipment. They will advise the media so the public can become involved. Discussion of an upcoming briefing with staff regarding a hearing on urban growth management issues. Discussion of an upcoming public hearing on the Parkway project. Discussion of correspondence from the Department of Revenue regarding the Assessment and Taxation grant for the Assessor's Office. Discussion of the Sunriver Village decision. Discussion of approval of an Order directing the distribution of bond proceeds.
