A meeting of the Board of County Commissioners was held on May 24, 1993. Commissioners present were Nancy Pope Schlangen and Barry Slaughter. Commissioner Tom Throop was out of the office. Also in attendance were Rick Isham, County Counsel; County Administrator Mike Maier; the media, other staff and a few citizens. Items discussed at this meeting may be on a future Board business meeting agenda: Discussion of a public hearing on Ordinance 93-012 regarding the lot line adjustment section. There are other changes that are mostly for housekeeping purposes. Discussion of a public hearing and the second reading of an amendment to the transient room tax. Transcription of Audio Recording of a Work Session, May 24, 1993 Page 1 of 4 Discussion of approval of Resolution 93-050, regarding setting a no parking zone at Smith Rock State Park. Since parking fees were raised, people are parking on the County maintained road, which is narrow. This is also damaging the shoulders and the edges of the pavement. The County and State agree that this area needs to be posted 'no parking'. The State says that there is adequate parking in the lots, so that is not the reason people are using the road. Mr. (sham noted that in the summer, there is a shortage of parking. He recommended that County staff contact the State to see what they plan to do about this issue. Discussion of approval of an award of bid for chip seal. This is for projects in Redmond and Sisters. Discussion of approval of the award of contracts for improvements at the Negus site, now that it will no longer be a landfill but will instead become an area transfer station. Mike's Fence Center was the low bidder on the fencing, at the same cost as a year ago. Larry Rice explained what kind of buildings would be installed. They hope to have the facility open for business by September. They are also installing a well for fresh water. Discussion of approval of three warranty deeds for right of way at Butler Market Road. Discussion of approval of a warranty deed for right of way for property at Brinson Road. Discussion of a memorandum of agreement regarding the Bend Parkway project concerning grade changes. Discussion of approval of amendment #10 with Capital Health Care, to renew an existing agreement regarding Medicaid services. Discussion of approval of an intergovernmental agreement with the Office of Medical Assistance. Discussion of approval of budget revision #6 to increase revenue for the WIC program. They are hearing that there will be more money coming with the Clinton administration to properly run many health programs. The biggest concern right now is having enough space for operations. Discussion of approval of Ordinance 93-021, amending the County comprehensive plan. Mr. (sham said this is to address some housekeeping issues in County code. Discussion of approval of an Extension District employee personnel contract. The District is seeking funds to be able to maintain a specific position the rest of this fiscal year and into next year. They will be able to do so if they go for a new tax base and it passes. Mr. (sham suggested that the Board send a formal letter to the State explaining the situation. Discussion of signature of Order 93-148, declaring the results of the May 18 special election. Discussion of approval of the appointment of David Beckman to the Redmond Urban Planning Commission. Discussion of a Resolution regarding the 9-1-1 serial levy measure. This needs to be called up under the District.
