DESCHUTES COUNTY BOARD OF COMMISSIONERS
Audio Cassette Recording Titled: WORK SESSION
July 19, 1993; 10:00-11:00 AM.
A meeting of the Board of County Commissioners was held on July 19, 1993.
Commissioners present were Nancy Pope Schlangen and Barry Slaughter.
Commissioner Tom Throop was on vacation. Also in attendance were Rick Isham,
County Counsel; County Administrator Mike Maier; the media, other staff and a
few citizens.
Items discussed at this meeting may be on a future Board business meeting
agenda:
Discussion of approval of an agreement with AOC to participate in the integrated
road information system. The County will participate with its special
transportation program funds; this is taken off the top by ODOT and directed to
AOC for staffing. Department Director Larry Rice gave an explanation of the
overall program, for the benefit of the media.
Discussion of the approval of an equipment lease and purchase, to the lowest
qualified bidder.

Discussion of approval of a personal services contract for architectural services for
the Humane Society of Central Oregon building. This is to design the building that
houses the incinerator. This would include a walk-in cooler.
Discussion of signature of a contract for the design of the Spring River Road bridge
project.
Discussion of approval of a water and sewer agreement with the City of Bend,
regarding the jail project.
Discussion and an update of the bid process for the jail project, for site work, the
installation of utilities and extending the frontage road. Staff explained that the
only bid received was over the estimate, and it is going to be difficult to find
contractors for other work due to how busy they all are at this time. They may
have to seek contractors from out of the area.
Discussion of changing work hours for the detention center staff. This will be
addressed at a later date.
Discussion of signature of a cooperative improvement agreement with the State
of Oregon Department of Transportation.
Discussion of approval of a Resolution declaring the intent to exchange land with
Eugene Albert Amy (?) for the Brookswood project. This will acquire some
necessary right of way.
Discussion of a liquor license application renewal for Pizza Dough.
Discussion of signature of a final plat for Phases 2A and 2D of the Broken Top
development.
Discussion of upcoming meetings: Liaison reports, jail update, and Human
Services meeting.
Discussion of John Summerville and two others, and issues with the licensing
board.

Discussion of an assistant position for Commissioner Slaughter due to his
disabilities. This has become a media issue, and there is some disagreement on
how to proceed.
Commissioner Schlangen indicated that this situation needs to be settled
equitably and quickly. The County does not want to compromise its current
personnel system, so it was decided the situation would be best handled by
providing Mr. Slaughter with an allowance. Mr. Slaughter can pick whomever he
wants to help him, and supervise and pay that person direct. She gave him a copy
of the proposal to review.
Discussion of putting together a committee to study the space situation within
the County. Several departments have severe space issues. The committee will
review several proposals from architects.
