A meeting of the Board of County Commissioners was held on June 7, 1993. Commissioners present were Nancy Pope Schlangen and Tom Troop. Commissioner Barry Slaughter was out of the office. Also in attendance were Rick Isham, County Counsel; County Administrator Mike Maier; the media, other staff and a few citizens. Items discussed at this meeting may be on a future Board business meeting agenda: Discussion of approval of an agreement to do data entry regarding immunization reimbursement from the State Health system. This would mean increasing the work week to forty hours through August. Discussion of approval of an intergovernmental agreement with the Child Development and Rehab Center at OHSU. Discussion of a public hearing to consider adoption of Ordinance 93-012, amending Title 17 of Code. This is the Deschutes County partition and subdivision ordinance. Discussion of a public hearing to consider Ordinance 93-015, dissolving Special Road District No. 4. Bruce White said that they are to dissolve inactive districts, including this one and two sanitary districts. Discussion of an update on periodic review. Discussion of approval of Gate Permit 93-001, regarding Skyliner Road, as requested by the US Forest Service. Discussion of approval of three warranty deeds, for right of way acquisition on Powers Road and Butler Market Road. Discussion of a request for an exception to Policy 8.24, the use of motor vehicles. Frank Moore said that the Health Department transports clients by vans, and they have training events when they transport employees of Crook and Jefferson counties. There will be a specific meeting set up to discuss this issue with other department heads as well. Discussion of approval of a 1993-95 intergovernmental agreement with the State regarding Mental Health Services. Staff asked that the department head be allowed to approve the numerous addendums up to a certain dollar amount. The Board was supportive. Discussion of signature of a Mylar for a minor partition, MP -90-85, dividing a forty acre parcel into two twenty acre parcels. Discussion of an allocation of funds for the Youth Conservation Corps. Staff explained that this would be awarded to the Central Oregon Intergovernmental Council for two community projects. This will help cover land use fees for the change of zoning. Discussion of an application for video lottery funds for a USGS groundwater study in La Pine. It is a four-year study and will cost over $1 million. The USGS will pay 50%, the State 25%, and the rest will be from local contributors including the County. Discussion of appointments to the Horse Advisory Committee. Discussion of approval of the five 1993-94 Special Transportation Grant applications. Discussion of approval of Resolution 93-043, establishing a 9-1-1 equipment reserve fund. Discussion of approval of Resolution 93-053, appropriating new grant funds for special transportation funding. Discussion of approval of a contract with Maupin Construction Company for the new correctional facility. This will be discussed at length at the Wednesday Board meeting. Discussion of signature of a Mylar for MP -92-31, a minor partition to divide a twenty -acre parcel into two parcels in the MUA-10 zone. Discussion of upcoming meetings: a weekly Administrative Liaison meeting, an administrative staff meeting, a jail update, a community services meeting, a meeting with the Director of Public Works, and a meeting with the District Attorney. Discussion of a draft letter from the Board to Bob Main of the State regarding drought conditions.
