Audio Cassette Recording Titled: WORK SESSION
September 27, 1993; 10:00-11:15 AM.
A meeting of the Board of County Commissioners was held on September 27,
1993. Commissioners present were Nancy Pope Schlangen, Tom Troop and
Barry Slaughter. Also in attendance were Rick Isham, County Counsel; County
Administrator Mike Maier; the media, other staff and a few citizens.
Items discussed at this meeting may be on a future Board business meeting
agenda:
Discussion of a public hearing on an appeal by Lightheart, of the Hearings Officer's
denial of a conditional use permit in a non-farm partition in the EFU zone.
A public hearing on the proposed vacation of a portion of Cypress Street and
Lodgepole Drive, and signature of Order 93-185, vacating those areas. This has to
do with the Brookswood Boulevard construction project.
Discussion of the acceptance of two warranty deeds for right of way acquisition.
This also has to do with the Brookswood Boulevard project.

Discussion of the completion of widening right of way off Butler Market Road.
There have been some complaints about speeding out there. However, a recent
speed study shows that the average MPH has gone down a little bit since the road
was improved.
Discussion of signature of plat 803, Broken Top Phase 3A, for the development of
twenty-eight Tots.
Discussion of signature of Resolution 93-099, declaring the intention to transfer
property to the Bend Metro Park and Recreation District. This has to do with
water rights.
Discussion of amendment #1 of an agreement with the City of Redmond, through
Resolution 93-101, approving an amendment to the Redmond Urban Renewal
District Plan. A representative of the City discussed the amendment at length. A
small section of the District sits outside of the City.
Some of this has to do with the planned Wal-Mart development and a frontage
road.
Discussion of House Bill 2003, and the recommendation of a task force regarding
a local advisory council. Ms. Schlangen said that the group has been together,
and recommends that a local advisory council should not be limited in size. There
is a very limited timeline to get the work done.
Discussion of the upcoming Sunriver boundary hearing.
Discussion of a memo from Karen Green of CDD regarding system development
charges. Bruce White gave a brief overview.
Discussion of an upcoming meeting with the Sheriff regarding the serial levy, and
a jail site tour.
Discussion of a meeting at COIC for a tri -county Commissioner meeting.

Discussion of scheduling an executive session with the 4-H/Extension Advisory
Board.
Discussion about the Greens project in Redmond. The County has been asked to
approve the golf course quickly and not take it to a hearing. The developer, Pete
Wilson, has hinted that he will pull the plug on the project if it doesn't move along
more quickly. This also involves extending the sewer line to Wal-Mart because
Pete Wilson owns some of the land that would be impacted and is holding the
City hostage.
Staff indicated that there are some major things happening now, such as Eagle
Crest, periodic review of farm land and the Sunriver incorporation, that could
delay a decision into next year. Staff is getting pressure from the City to move the
Greens project along faster. The Hearings Officer is backed up on hearings as
well.
A very lengthy discussion of a phone conference with DLCD and its response to
the County's periodic review. Staff went into great detail about this issue. Part of
the problem was that 1,000 Friends of Oregon entered a challenge very late in the
process, creating some confusion.
Also, some of the rules changed at the State level after the County began its
hearing process.
Discussion of an officer of Hearings Officer position to Liz Fancher. She has not
yet responded. She still has to give notice to Polk County.
Discussion of approval of an application from Tumalo Irrigation District for an
irrigation project.
