A meeting of the Board of County Commissioners was held on January 31, 1994. Commissioners present were Nancy Pope Schlangen, Tom Troop and Barry Slaughter. Also in attendance were Rick Isham, County Counsel; County Administrator Mike Maier; the media, other staff and a fairly large number of citizens. Items discussed at this meeting may be on a future Board business meeting agenda: Discussion of a continued public hearing on a plan amendment to adjust the location of 27th Street and the Cooley arterial. Staff is still working on this. It is difficult to move 27th Street because of the convenience store's underground gas tanks. Discussion of a continued public hearing on Order 94-003, accepting the petition to form the Forest View Subdivision's special road district, and calling for an election. It is located north of First Street between Highway 97 and Huntington Road. The Hearings Officer has recommended approval. Discussion of approval of Order 94-011, determining a uniform set of policies and establishing rates for the solid waste franchisees. Larry Rice said this has already been reviewed by the Board, but Commissioner Throop asked for clarification on a few issues. Mr. Throop reiterated his questions at length. Several people from the audience responded. There was a long discussion about what should be considered a 'reasonable' profit and expected rate of return on investments. The conversation occasionally got heated as Mr. Throop disagreed at length with some of the CPA's who were representing the various haulers. Discussion of approval of a release of a reversionary clause on real property located on First Street in Redmond. Discussion of signature of the ballot measure regarding the formation of the Port of La Pine. Discussion of signature of a Mylar for Shadow Glen Estates. Discussion of approval of the award of a contract for crushed rock from Bend Aggregate and Paving. Discussion of Board signature of a federal highway easement deed. This legalizes all the work that has been done from Highway 97 to East Lake. Discussion of the approval of the reappointments of Ron Nelson, Lynn Mathison (?) and Erik Shultz to the Deschutes River Mitigation and Enhancement Committee. Discussion of several orders for the refund of taxes.
