A meeting of the Board of County Commissioners was held on February 7, 1994. Commissioners present were Tom Troop and Barry Slaughter. Commissioner Nancy Pope Schlangen was out of the office. Also in attendance were Rick Isham, County Counsel; County Administrator Mike Maier; the media, other staff and a few citizens. Items discussed at this meeting may be on a future Board business meeting agenda: Discussion of an upcoming public hearing on a Resolution declaring the intent to transfer County COI water rights to Bend Metro Park & Recreation District for Big Sky Park. Discussion of the Unger clinic property exchange. Mike Maier updated the Board on its progress. Discussion of signature of a Mylar to create two parcels in the Brothers rural service center. Transcription of Audio Recording of a Work Session, February 7, 1994 Page 1 of 3 Discussion of the adoption of amendments to the Redmond Urban Growth Boundary zoning ordinance, to bring the County's Code into compliance. Discussion of the adoption of the periodic review work program. Since the County did not finish periodic review by the deadline, a work program has to be submitted. There were 25 items on the remand order that were not completed, per LCDC. Staff provided an overview of the items and how well Community Development is progressing on them. Mr. Throop asked about other projects and how they are being addressed, such as surface mining issues. Staff explained that they already provided the Board with a list of the issues being addressed. They have to prioritize, with the pressure from LCDC causing them to focus on periodic review items first. They are encouraging the public to do all they can through a quasi-judicial process which may take less time. Discussion of a presentation of enhanced 9-1-1 projects. It was pointed out that Oregon is one of only six states that has border to border 9-1-1 services. Only seven of 62 public safety answering points in Oregon have enhanced 9-1-1 services. This provides the phone number and address of the caller. (A lengthy discussion ensued.) Discussion of signature of agreements for the Ferguson Road bikeway. Larry Rice gave an overview of the project. An application was submitted and they have received approval for $50,000. This will connect existing bike paths and the school. Discussion of the U.S. Forest Service's wild and scenic rivers management plan. A lengthy conversation with staff ensued. Transcription of Audio Recording of a Work Session, February 7, 1994 Page 2 of 3 Discussion of signature of an intergovernmental agreement with Klamath County for sanctioning of probationary parolees. This relates to the passage of Senate Bill 139, an attempt to keep the more violent offenders in prison for the full term of their sentences. This would keep the less violent offenders at the local level so the State can focus on the others that require more work. Klamath County has space in its facility and is prepared to house residents at $35 per day. The Parole Officers could handle the transport. This would also allow for an immediate sanction for people who violate their probation and parole status locally. This arrangement would probably end once the new jail has been completed. Discussion of signature of Order 94-026, assigning the name of Quail Tree Drive to an unnamed road. Discussion of signature of a Mylar for Tanglewood Subdivision, Phase IV. Discussion of an upcoming jail update. Discussion of a request to repurchase property.
