A meeting of the Board of County Commissioners was held on February 14, 1994. Commissioners present were Tom Troop and Barry Slaughter. Commissioner Nancy Pope Schlangen was out of the office. Also in attendance were Rick Isham, County Counsel; County Administrator Mike Maier; the media, other staff and a few citizens. Items discussed at this meeting may be on a future Board business meeting agenda: Discussion of acceptance of a bargain and sale deed for right of way on the Cooley Road extension project. This property is owned by Bend Metro Park & Recreation District and is located at the planned Lava Ridge school site off 18th Street. Discussion of signature of Resolution 94-002, accepting a petition to vacate a portion of Venus Lane and setting a hearing date. This will add funds for the local HIV program. Discussion of sending a thank you letter to the hospital for their part in the Health Start dinner event. Discussion of a parking violation policy. Mike Maier said that the County rents spaces to employees for additional reserve parking, but there are numerous complaints about unauthorized people parking in those spaces. He recommended that the Board issue an Order that these offending vehicles be towed, similar to what would happen in a privately owned lot. Mr. Slaughter feels there needs to be a parking summit arranged. There are parking problems all over the campus. This affects the Sheriff's Office, the Courts and all other departments. He said he is willing to try to get some consensus of the departments. Discussion of signature of the final plat for Aspen Gardens, a cemetery plat within Deschutes Memorial Gardens. Discussion of the Juvenile Department officers' initiative task force. This group is tasked with developing an administrators' desktop guide to good juvenile probation practices. It will be held in Boston, but all costs will be covered by the conference organizers. Discussion of an announcement by Dennis Maloney, Director of Community Corrections, that the State has decided to launch the National Service Trust Act, which is also described as a domestic peace corps under the Clinton Administration. He will resign his position as Director one day after the successful passage of the Sheriff's levy in March. He has enjoyed his work with the County. He also got a call from the U.S. Justice Department, asking him to accept a commission to organize a national summit on juvenile justice. The Board said they are not pleased that he is leaving, but understand his commitment to something larger. Discussion of signature of a contract for food service inspections for the Sisters School District. Discussion of notice of measure of election for the formation of the Beaver Road District and Forest View Subdivision Special Road District. Bruce White said this gets the issue to the ballot for road district formations that have already been approved. Discussion of acceptance of a technical assistance grant application, which is due tomorrow. This could enable Hearings Officer Liz Fancher to work additional hours with staff on the procedures ordinance. Discussion regarding the farm dwelling criteria to be presented to LCDC later in the week by George Read. There was a long discussion about what constitutes a farm dwelling in Central Oregon, as opposed to what this is considered on the west side of the mountains. Staff feels that the State thresholds are too high for Deschutes County. He added that most counties don't even understand what is happening with this, which could have wide -reaching ramifications in local land use decisions.
