2017-538-Order No. 2017-030 Recorded 8/24/2017Recorded in Deschutes County CJ2017-538 Nancy Blankenship, County Clerk Commissioners' Journal 08/24/2017 11:55:48 AM Iiii11mimumuiuimiii BEFORE THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON An Order Establishing Rates For Franchised Collection of Waste and Recyclables In The Unincorporated Areas of Deschutes County * * * ORDER NO. 2017-030 WHEREAS, The Board of County Commissioners has authorized a solid waste disposal fee increase for franchised collectors effective July 1, 2017, and WHEREAS, Companies holding County franchises to collect solid waste within unincorporated areas of Deschutes County, Oregon have requested a pass through of said rate increase in accordance with County policy, and WHEREAS, The Director of Solid Waste has reviewed the rate request and made recommendations regarding rates and collection services levels to the Board of County Commissioners; and WHEREAS, The Board of County Commissioners has reviewed the proposed adjustments and the Director of Solid Waste's recommendation; now, therefore, THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON, HEREBY ORDERS as follows: Section 1. The maximum rates for the collection of solid waste within the unincorporated area of Deschutes County designated the Distant Rural Collection Area served by Wilderness Garbage and Recycling Services set forth in Exhibit A, attached hereto and by this reference incorporated herein, are hereby approved effective August 1, 2017. Section 2. The Maximum rates for the collection of solid waste and recyclables within the unincorporated area of Deschutes County designated the Rural Collection Area served by Brownrigg Investments, Inc., Bend Garbage and Recycling Company, Inc., and High Country Disposal Company, Inc. set forth in Exhibit B, attached hereto and by this reference incorporated herein, are hereby approved effective August 1, 2017. Section 3. The maximum rates for the collection of solid waste within the unincorporated area of Deschutes County designated as Distant Rural Collection Area served by Brownrigg Investments, Inc., Bend Garbage and Recycling Company, Inc., and High Country Disposal Company, Inc. set forth PAGE 1 OF 2- ORDER No. 2017- 030 in Exhibit C, attached hereto and by this reference incorporated herein, are hereby approved effective August 1, 2017. The rates for container rent and transfer services provided by Deschutes Transfer Company to the Department of Solid Waste set forth in Exhibit D, attached hereto and by this reference incorporated herein, are hereby approved. In addition, when disposal fees charged by the Department of Solid waste are increased, franchised collectors may request a pass through of the increase to their collection rates. The Departments disposal fee was increased effective July 1, 2017. Wilderness Garbage and Recycling has requested a pass through of that fee increase, and Exhibit A of the attached Order reflects that pass through which equates to 43 cents per month for a 35 gallon can collection service. The other franchised collectors have not requested the pass through, and exhibits B and C are a restatement of their current collection rates. Exhibit D of the Order has one change in the rate paid for transport of waste from Negus Transfer Station to Knott landfill. This $1.53 per ton increase is not in response to our disposal fee increase but due to the changing nature of waste received at the transfer station. Rapid growth in the area results in increased volumes of home construction waste. The is waste is bulky and difficult to manage in transfer trailer resulting in lighter Toads despite compaction efforts. FISCAL IMPLICATIONS: If there are no fiscal implications, indicate "none". If any amount of money is changing hands, there are fiscal implications.
