AGENDA REQUEST & STAFF REPORT
For Board of Commissioners Business Meeting of August 23, 2017
DATE: August 18, 2017

TITLE OF AGENDA ITEM:
Consideration of Signature of Order 2017-030 Establishing Rates for Franchised Collection of
Waste and Recyclables in the Unincorporated Areas of Deschutes County
PUBLIC HEARING ON THIS DATE?: No
CONTRACTOR: Contractor/Supplier/Consultant Name: NA
AGREEMENT TIMEFRAME: Starting Date: NA Ending Date: NA
INSURANCE:
Insurance Certificate Required: No
Insurance Review Required by Risk Management: No
BACKGROUND AND POLICY IMPLICATIONS:
The Board of County Commissioners establishes the minimum level of service provided by,
and the maximum fee that can be charged by franchised solid waste collection companies
operating in the unincorporated areas of Deschutes County. In addition, when disposal fees
charged by the Department of Solid waste are increased, franchised collectors may request a
pass through of the increase to their collection rates. The Departments disposal fee was
increased effective July 1, 2017. Wilderness Garbage and Recycling has requested a pass
through of that fee increase, and Exhibit A of the attached Order reflects that pass through
which equates to 43 cents per month for a 35 gallon can collection service. The other
franchised collectors have not requested the pass through, and exhibits B and C are a
restatement of their current collection rates. Exhibit D of the Order has one change in the rate
paid for transport of waste from Negus Transfer Station to Knott landfill. This $1.53 per ton
increase is not in response to our disposal fee increase but due to the changing nature of
waste received at the transfer station. Rapid growth in the area results in increased volumes
of home construction waste. The is waste is bulky and difficult to manage in transfer trailer
resulting in lighter Toads despite compaction efforts.
FISCAL IMPLICATIONS: If there are no fiscal implications, indicate "none". If any amount of
money is changing hands, there are fiscal implications. Be sure to indicate whether the
revenue or expenditure has been budgeted
