Commissioner Anthony DeBone was absent. Also present were Tom Anderson County Administrator; Erik Kropp, Deputy County Administrator; David Doyle, County Counsel; and Sharon Ross, Board Executive Secretary. No representatives of the media were in attendance. CALL TO ORDER: Chair Baney called the meeting to order at 10:00 a.m. PLEDGE OF ALLEGIANCE CITIZEN INPUT: Peter Gutowsky, Planning Manager, was present to report if anyone was present to testify on the lot of record amendment that it had been withdrawn as it was recognized a more comprehensive lot of record amendment would be more appropriate to vet all related issues that arise with this verification process. Mr. Gutowsky explained there is a work session before the Planning Commission on August 10th and a public hearing with the Planning Commission is scheduled for August 24th at 5:30 p.m. and anyone interested may attend. Consideration of Board Signature of Document No. 2017-455, Oregon Department of Transportation (ODOT) Intergovernmental Agreement No. 31736, All Roads Transportation Safety (ARTS) Program Cody Smith, County Engineer, presented the document for consideration. This is an intergovernmental agreement with ODOT for the all roads transportation safety program. This program allocates federal highway safety program dollars for improvements to road locations based on accident history. The projects included are curb, signage and centerline rumble strips and intersection improvements to 100 miles of county roads. The County Minutes of Board of Commissioners' Business Meeting July 26, 2017 Page 2 of 4 contribution is budgeted for $74,000 and the project will start design the latter half of the year and work will begin next year. Health Services Billing Team Recognition Dave Inbody, Deputy Director, and Arielle Samuel, Supervisor of the billing team presented for public recognition. The billing team has increased performance and efficiencies even during times of department relocation and staffing changes. Since February 2016, the team has been recognized for achieving 99% or more submitted claims that are free of errors. The Board expressed their gratitude for the service provided to our community and the County. CONVENED AS THE GOVERNING BODY OF THE 9-1-1 COUNTY SERVICE DISTRICT 12. The Health Services Billing Team ensures that Health Services is paid appropriately for the services provided. This includes verifying that staff providing the services are properly credentialed and eligible to bill for services, reviewing coverage for services with clients, and checking claims for errors before submitting the claims for reimbursement. After processing, the Billing Team posts payments and researches any errors identified. Claims are submitted through Trizetto, an electronic clearinghouse. Each month, Trizetto recognizes as members of their 99% Club those organizations which have 99% or more submitted claims that are free of errors. Since February 2016, the Billing Team has been named to the 99% Club ten times, including seven months in a row (September 2016 to March 2017). Among the more than 200 organizations eligible, only four have achieved this feat. In an average month, the Billing Team processes about 6,190 claims with fewer than 62 errors.
