DESCHUTES COUNTY BOARD OF COMMISSIONERS

MONDAY, JULY 31, 2017
Present were Commissioners Tammy Baney, Anthony DeBone. Commissioner Phil Henderson
was absent. Also present were Tom Anderson, County Administrator; Erik Kropp, Deputy County
Administrator; David Doyle, County Counsel; and Sharon Ross, Board Executive Secretary. Two
representatives of the media were in attendance.
CALL TO ORDER: Chair Baney opened the meeting at 1:30 p.m.
ACTION ITEMS
1. Road Department Project Scope Direction
Chris Doty, Public Works Director reported the Road Department has been approached by
members of the Sunriver business park requesting options of fixing the congestion and
confusion with the street and circulation layout. One option would be to convert the
Venture Lane loop road to a one-way. Road would like to hire a traffic engineering
consultant to evaluate. Commissioner Baney inquired on the potential impact to the
businesses. This should be an improvement and should allow convenient access.
Commissioner DeBone noted this is a great opportunity to work with the Sunriver Area of

Commerce. A request for proposals will be sent out to local consultants and hope for a
winter project to include traffic counts. Discussion held on traffic issues with the location of
the school and pedestrian cross -walks. Improvements for pedestrian and bicycle path will
show a positive outcome.
The Board expressed support. County Administrator Anderson asks Mr. Doty to send
communications to Commissioner Henderson to update him on this item.
OTHER ITEMS
• East Redmond land closure: County Administrator Anderson noted the Mayor of Redmond
would like to meet next Tuesday night with the Board Chair to address on both a city and
county perspective. Commissioner Baney wants to pose the question to Redmond if there
would be an opportunity for a possible RV park. An article in the Source was not accurate
regarding the land closure. The county wants to set the culture and code of Central Oregon
and we can't have the expectation out there that permanent camping is allowed. The
Board agreed that proceeding with the plan is the consensus.
• Upper Deschutes River Coalition has invited the commissioners to attend their August
meeting. This meeting has been posted as both Commissioner DeBone and Henderson will
attend.
• Commissioner DeBone noted he will be at a public safety radio meeting in Portland
tomorrow. Verizon representatives will be there for discussions on communications during
outages.
• The next meeting of the Public Safety Coordinating Council is tomorrow.
• Commissioner Baney reported there were 24 applicants for this year's County College.
Applicants will be accepted based on the condition of passing the background checks.
• The opening ceremony at the fair is 10:00 a.m. on Wednesday.

RE: Sunriver Business Park Circulation Study Proposal
The Road Department has been in conversation with various representatives within the Sunriver
Business Park regarding circulation and safety issues on Venture Lane within the business park
related to intersection operations at the intersections of S Century Drive/Venture Lane and N.
Venture Lane/S. Venture Lane which tend to congest and operate in a confusing fashion during
peak periods.
The SBP representatives would like the County to evaluate converting the Venture Lane loop
road to a one-way facility (counter clockwise) to improve circulation within the business park.
Realizing this conversion may have significant impacts to businesses within the park, significant
cost in conversion, and potentially other unintended consequences, the Road Department would
like to hire a traffic engineering consultant to evaluate the problem, propose solutions and
prepare cost estimates for conversion. The evaluation will also explore the opportunity to utilize
excess pavement width for bicycle and pedestrian use.
The goal will be to obtain an analysis and proposal to enable review and comment by business
owners, property owners, and other stakeholders prior to any consideration of changes in
circulation.
The estimated cost for the evaluation is $10,000 to $15,000 and can be funded via the
engineering line in the 325 fund which contains budgeted funds for small projects. The Sunriver
Business Park is informal and does not have available resources. Depending on the results of
the study and the extent of potential improvements required, the County may desire to partner
with the Sunriver Business Park stakeholders (perhaps via the Local Improvement District
process) to construct any retrofits.
