A meeting of the Board of County Commissioners was held on January 23, 1995. Commissioners present were Nancy Pope Schlangen, Bob Nipper and Barry Slaughter. Also in attendance were Rick Isham, County Counsel; County Administrator Mike Maier; the media, other staff and a few citizens. Items discussed at this meeting will likely be on a future Board business meeting agenda Discussion of a public hearing to consider signature of Resolution 95-004 regarding Redmond Library County Service District bonds. Discussion of a public hearing to consider signature of Order 95-014, annexing territory into Rural Fire Protection District No. 2. Discussion of a public hearing to consider signature of an Order to annex territory into the Cloverdale Fire Protection District. Commissioner Nipper said he was contacted by the Franklin's attorney and they want the County to review the original development agreement. He wants this back on a work session agenda in the near future. He would also like representatives of both parties to the meeting. Discussion of approval of the Four Rivers Vector Control District work plan, and request to operate in 1995. Discussion of approval of Order 95-023, accepting the engineer's report relating to the improvement of Galen Road LID, and setting a public hearing date. Discussion of approval of an Order accepting the engineer's report relating to the Apache Road LID, and setting a public hearing date. Staff had to do a lengthy explanation of the local improvement district process for the benefit of the new Commissioner. Discussion of approval of an intergovernmental agreement with the Children Services Division for Mental Health funding. Discussion of signature of Resolution 95-016, directing the Commission on Children & Families to advocate that the 1995 legislature left the sunset provision on HB 2003. Staff explained that with new changes to the system, it is hoped that they will never have to build another new jail. This will allow for more local control of programs. A lengthy discussion ensued with lots of input from various department directors and staff. Discussion of signature of a lease for a portion of Jesse Hill School in the Redmond School District. Discussion of signature of Resolution 95-014, adopting the County code of conduct policy. Susan Mayea said that this is a requirement for the community development block grant for the La Pine community campus grant. Discussion of signature of Order 95-025, making budget and cash transfers within the FY 94-95 budget. Discussion of approval of the appointment of Eleanor Court to the Special Road District No. 8 board of directors. Discussion of approval of the appointment and reappointment of various individuals to the Deschutes County 4-H/Extension Service District Advisory Council. Discussion of the approval of out of state travel for Donna Coe from the Health Department for training purposes regarding substance abuse prevention in babies and children. Discussion of signature of a final plat for MP -94-4, a two -lot partition in the RS zone in Bend. Discussion of upcoming meetings: Solid Waste update; the Jail update; and the Solid Waste Advisory Committee at the Environmental Center.
