DESCHUTES COUNTY BOARD OF COMMISSIONERS
Audio Cassette Recording Titled: WORK SESSION
November 4, 1996; 10:00-11:15 AM.
A meeting of the Board of County Commissioners was held on November 4, 1996.
Commissioners present were Nancy Pope Schlangen, Bob Nipper and Barry
Slaughter. Also in attendance were Rick (sham, County Counsel; County
Administrator Mike Maier; the media, other staff and a Targe number of
interested citizens.
Items discussed at this meeting will likely be on a future Board business meeting
agenda.
Discussion of approval of the updated investment policy guidelines for non -
pension and deferred compensation funds. The last update was done in the
1960's.
Discussion of signature of Ordinance 96-080, readopting Deschutes County Code
Title 10. Rick (sham explained that this has to do with the impoundment and
forfeiture of vehicles. This will correct a clerical error and renumber the final two
chapters.

Discussion of State and County procedures regarding what happens with
abandoned vehicles.
Discussion of signature of an intergovernmental agreement with Jefferson County
to provide community correction services to Jefferson County. Mr. Isham had
concerns about the costs of doing so, including Jefferson County's desire to
charge a 15% administrative fee.
He fees that there needs to be more work done in this regard. The Board had a
number of questions for Sheriff's Office staff, and was not prepared to take any
immediate action. They want to have a special work session to discuss this
further.
Discussion of signature of Order 96-119, assigning the name of Quail Drive to an
unnamed road.
Discussion of signature of a final plat, MP -95-17, for a two -lot partition for Jack
Hoffman.
Discussion of signature of a liquor license application for La Pine Hi -way Center
Marketplace.
Discussion of signature of a Resolution to acquire a site for a new landfill. Al
Driver of Public Works updated the Board. Recommendations are based on
findings from the David Evans & Associates' report, as well as Board policy. The
SES report recommended an in -County landfill. The public opinion poll backed
this up.
The Board, through a Resolution, directed staff to expand the Knott Landfill and to
investigate the cost and options of acquisition of one of the two preferred sites.
The County would own the site.

The Board wanted this process to be through competitive bid, for the
development and operation of a new sanitary landfill. David Evans & Associates
were retained to analyze the two sites for archeological, cultural, geological and
wildlife habitat impacts as well as a conceptual layout and associates costs.
The Solid Waste Advisory Committee could not reach a majority conclusion
regarding the sites, and left this in the hands of the Board. Staff is recommending
site M and has come up with findings to support this. There were comments from
the owners of the proposed sites, wanting to by-pass the RFP process; and a long,
heated discussion then took place. The Board will discuss this further at the next
Board business meeting.
Discussion of signature of Resolution 96-142, transferring appropriations within
the 1996-97 budget.
Discussion of signature of Resolution 96-140, declaring the intent to exchange real
property with Anne Hanson. Brad Chalfant explained that this involves a lot line
adjustment so a road can be dedicated for the new Juvenile Corrections and
Sheriff facilities. This Resolution also involves having a house located at the site
moved elsewhere.
It is uncertain at this point whether it would be sited on County -owned property
or whether let a group site it on their own property, for some kind of public
purpose. A lengthy discussion then took place.
Discussion of upcoming meetings: Joint County/City of Bend; Administrative
Liaison; County Clerk; Community Development; Department Heads; Commission
on Children & Families; and a special work session regarding Senate Bill 1145 and
the Work Center.
