A meeting of the Board of County Commissioners was held on September 9, 1996. Commissioners present were Bob Nipper and Barry Slaughter. Commissioner Nancy Pope Schlangen was out of the office. Also in attendance were Rick Isham, County Counsel; County Administrator Mike Maier; the media, other staff and a number of citizens. Items discussed at this meeting will likely be on a future Board business meeting agenda. Discussion of recommendations from the Library Task Force. Mike Maier provided an overview of the meeting, which was held on Friday and Saturday. The goal was to look at the current system and how growth has affected the structure, as well as the formation of the districts; and to figure out where to go from here. Transcription of Audio Recording of a Work Session, September 9, 1996 Page 1 of 4 Mr. Maier and a member of the budget committee went into great detail regarding the recommendations provided. The structure will be somewhat similar to what is in place for the 9-1-1 County Service District. The group does want to investigate going out for a bond measure for some kind of permanent funding. Mr. Nipper moved approval of a formal Board endorsement of the basic recommendations as formulated by the Task Force. Mr. Slaughter seconded, and the motion passed. Discussion of a public hearing and signature of Order 96-085, authorizing the transfer for real property to Cascade Community Development. Brad Chalfant provided an overview of the proposed transfer. Discussion of approval of the State and Local Assistance Program for the Sheriff's Department. This program is for the Department of Emergency Services and only the name has changed. This will allow the County to a formally accept funds from FEMA. Discussion of the award of a bid for widening and paving Morningstar Drive to Bend Aggregate and Paving. George Kolb gave a brief explanation of the overall project. Mr. Kolb provided an update on various projects. The Fall River Bridge beams are in place and they should be able to complete the project in mid-September. The Knott overlay project is proceeding as planned. They are in pre -construction conferences on the Ferguson Road project, and hope to have quotes by mid- September. Two inches of asphalt will be going on 27th Street. The Hearings Officer left the record open on the Deschutes Junction project until September 23. This makes the right of way acquisition part more difficult, and this puts off the bid opening until after November. There are a lot of issues tied to this project. Scott Johnson of the Commission on Children & Families said that this has to do with the distribution of annual federal grant funds. Discussion of signature of Order 96-093, providing for the sale of certain tax foreclosed property, and signature of a bargain and sale deed. Mr. Chalfant stated that the previous owner cleaned up the property, so Code Enforcement issues have been resolved; and he has asked if he could repurchase it. Discussion of signature of an agreement with the City of Bend for the use of property for a COBRA expansion. Susan Mayea said the property is owned by the City, but the County needs to have control over the property for five years, per the block grant. Discussion of signature of Order 96-077, the Garcia annexation into Rural Fire Protection District #1. All affected agencies are supportive. Discussion of signature of a liquor license renewal application for Erickson's Sentry Market. Discussion of signature of a Mylar for the Volcano subdivision. Discussion of signature of Ordinance 96-065, adding Chapter 4.02, governing the selection of personal services contracts. This has been reviewed by Legal Counsel, the Board and Department Heads. This is based on what is now in place in the model rules set up by the Attorney General. Discussion of upcoming meetings: Joint City of Bend/County meeting; Administrative Liaison; Solid Waste update; Data Processing; and Mental Health Department. Discussion of an update on the Hap Taylor mining pit situation in Tumalo, provided by CDD staff. There was a lengthy review of the conditions of approval and how they are being handled.
