DESCHUTES COUNTY BOARD OF COMMISSIONERS

A meeting of the Board of County Commissioners was held on August 26, 1996.
Commissioners present were Nancy Pope Schlangen, Bob Nipper and Barry
Slaughter. Also in attendance were Rick Isham, County Counsel; County
Administrator Mike Maier; the media, other staff and a large number of other
citizens.
Items discussed at this meeting will likely be on a future Board business meeting
agenda.
An update regarding the status of the Skeleton wildfire, provided by law
enforcement, the Forest Service and other emergency services personnel.

About 250 homes are being or have been evacuated. Subdivisions (primarily
Sundance Ranch and Conestoga Hills) are at risk and fire behavior is extreme.
Nineteen homes have already been lost.
At the same time, they are dealing with two other wildfires in the high Cascades,
where campgrounds had to be evacuated. There are other fires throughout the
area, and they also had to make a rescue from the wilderness area during the past
two days.
A long discussion ensued about what has been done, what is being done and the
immediate possible future of these issues. A disaster declaration was submitted
to the Governor, who signed it along with the conflagration act document. The
National Guard, State Police and Army are involved, as is the local Red Cross.
Commissioner Nipper suggested that the County look at putting into place an
ordinance prohibiting shake roofing. This was a big problem with the Awbrey Hall
wildfire. The Commissioners agreed that this should be addressed at some point,
but this is not the time.
Commissioner Nipper complained that Chair Schlangen was intimately involved in
the activities related to these emergencies, but did not keep the other two
Commissioners informed. Ms. Schlangen said that they really did not want any
more people than necessary present at the Sheriff's Office, and she tried to make
herself available by phone. However, she sent most calls to the Sheriff.
Discussion of a status report on the Regional Problem Solving Project. Staff said
that the coordination now happening with these wildfire events is partly the
result of Regional Problem Solving begun over a year ago.
They are primarily working to mitigate wildfire issues as well as the high
groundwater problems in the south County. The issues break down into land,
water and fire. Each of these concerns has wide representation from throughout
the County and the region. A lengthy discussion ensued.

Discussion of a public hearing on Order 96-077, annexing the Garcia property into
Rural Fire Protection District #1.
Discussion of signature of a grant agreement with the Central Oregon AIDS
Support Team (the Ryan White grant program, and educational efforts regarding
the spread of AIDS).
Discussion of approval of out of state travel request for training in Sacramento
(Mental Health Department, regarding helping people who have experienced
major trauma).
Discussion of approval of the award of a contract to Rodgers & Hargreaves
Construction for the construction of the Knott Landfill 20 x 60 foot metal carport
building with a shed roof. This will house County vehicles and equipment to keep
them out of the weather.
This will keep the vehicles in better shape longer, and also will mean that
employees do not have to spend valuable time scraping off snow during the
winter months. There will be a fence around it to provide security.
Commissioner Slaughter said that he doesn't approve of this contract since
neither the Board or anyone else has parking where their vehicles are covered.
Commissioners Nipper and Schlangen were supportive.
Discussion of signature of a right of way supplemental agreement with ODOT
regarding Deschutes Market Road Junction improvements. Tom Blust explained
this relates to the right of way acquisition, which will be taken in the name of the
State along with any documents or actions relating to potential condemnation
proceedings.

This process will keep the County out of the property part of the project. The
State will pay up to $3.9 million for the interchange project, and if the costs
exceed this amount, the County previously agreed that it will cover up to
$400,000.
There are some local concerns regarding cutting a hay operation in two because
of the new roads. These are being addressed.
Discussion of signature of a sublease assignment between the Confederated
Tribes of Warm Springs Reservation and Combined Communications, Inc.
regarding an Awbrey Butte transmission site.
Discussion of signature of a property lease between the Sunriver Library County
Service District and Sun Village Realty, Inc. County Property Management and
Community Development are both involved in this issue, which involves a zone
change.
Discussion of signature of a subgrant with the Sisters School District regarding a
family support and preservation grant as part of the Sisters Community Plan,
especially for the SOAR program which provides after-school and summer
activities for youth.
Discussion of signature of a road dedication agreement to Deschutes County for
27th Street at Metolius Avenue in Redmond.
Discussion of signature of the acceptance of a deed of dedication for the Aspen
Creek Manufactured Home Park (owner: Swope).
Discussion of signature of an intergovernmental agreement with the City of
Redmond regarding Hayden Acres subdivision.
Discussion of signature of an intergovernmental agreement with the City of
Redmond regarding The Meadows subdivision.

Discussion of signature of liquor license application renewals for RJB's Restaurant
& Sports Lounge, Lava Lake Lodge, and Thousand Trails.
Discussion of signature of Change Order #9 for the Redmond Library County
Service District project. This is to cover some smaller architectural changes to the
project related to OSHA and safety requirements.
Discussion of signature of a personal services agreement with the Humane Society
of Central Oregon. Andrew Crosby gave an overview of the animal control
program. The County will pay 40 cents per pound for them to euthanize and
cremate any animals that are not claimed by their owners. This is based on the
cost of natural gas, and some labor. No dead animals can go into the landfill
anymore, so this is a necessity.
Ms. Schlangen said the payment runs from $700 to $800 per month, and she
asked how the tracking is done. She wanted to know if this is just for cremations
or is also for boarding. Mr. Crosby said that they get boarding fees when people
claim their animal, which offsets the charges to the County. They also get fees
from cremating animals brought in by veterinarians or by owners requesting
cremation and an urn.
Discussion of signature of a personal services agreement with the Humane Society
of Redmond. They do not have a crematorium, so they bring their dead animals
to HSCO.
Ms. Schlangen said that she has gotten phone calls from disgruntled people who
do not like how HSCO operates, that they don't try hard enough to find homes for
the animals in their care, and are too quick to euthanize. At 40 cents per pound,
some people feel that HSCO realizes it is probably more profitable to just put the
animals down. The Commissioners feel that these are probably just some animal
rights 'whackos'.

The cities will have the same agreement with the humane societies beginning in
July 1997, so the humane societies will be getting income from others besides the
County. There was a lengthy discussion about past practices, how things are
handled now and what may occur in the future.
Discussion of signature of Orders Nos. 96-087 and 96-088, authorizing the refund
of taxes.
Discussion of upcoming meetings: executive session regarding pending litigation;
the Treasurer; Court Administration; BOCC staff; South Deschutes County
computer modeling project; and two meetings regarding Senate Bill 1145 (in
Prineville and in Madras).
