July 15, 1996; 10:00-11:15 AM.
A meeting of the Board of County Commissioners was held on July 15, 1996.
Commissioners present were Nancy Pope Schlangen, Bob Nipper and Barry
Slaughter. Also in attendance were Rick Isham, County Counsel; County
Administrator Mike Maier; the media, other staff and a few citizens.
Items discussed at this meeting will likely be on a future Board business meeting
agenda.
Discussion of a request for the County to do more in regard to a Senior Center in
La Pine.
Discussion of approval of Order 96-078, establishing all of Egypt Drive for Lava
Ridge School. The school built the road to County standards and it will go into the
County's maintenance program since it just barely outside of the Bend urban
growth boundary.

Discussion of acceptance of a declaration of dedication for right of way at Lava
Ridge School.
Discussion of approval of Resolution 96-104, authorizing acceptance of a grant
from the State Department of Justice for improvements to be made at the
Wickiup Junction and Burgess Road intersection. Staff indicated that they hope to
get the improvements done in the spring. This project has been delayed because
part of the land is owned by the BLM, and they require an environmental
assessment.
Discussion of approval of a travel request for the GIS group. Dennis Morris said
that this would involve attending a number of specific classes over a week's time
that are applicable to certain employees.
Mike Maier noted that there seems to be a lot of training for this group; more
than any other group of employees in the entire County. Staff pointed out that
GIS and information services programs change all the time and they need to keep
up with it.
Commissioner Nipper said that he keeps hearing about all the potential benefits
of this program, but he hasn't seen it yet. Staff stated that various departments
are finding this information helpful, as are a wide variety of those in the private
sector. A long, heated discussion ensued.
Discussion of the status of the sewer system hookup proposal for the local
Humane Society. The urban growth boundary needs to be modified to allow for
this, and the City of Bend will take up this issue in October. The on-site septic
tank and drain field have failed, and they are required to keep it pumped in the
meantime. This change would also allow Public Works to connect to the system
at the same time.

Discussion of whether to hear an appeal of a zone change and plan amendment
that was requested by PMR Development, Inc., and adoption of a plan
amendment, file PA -95-12.
Discussion of signature and adoption of Ordinance 96-056, destination resort
mapping for the urban reserve area of Bend. Paul Blikstad provided an overview
of the item. The hearing has been closed and the Board needs to make a
decision. There was no opposition.
Discussion of a public hearing on Ordinances 96-040, -041. and -042, to adopt an
urban growth boundary expansion for County Public Works to rezone 44 acres to
a public facilities zone, which will be created at the time. This will be necessary to
connect to the sewer system.
Discussion of signature of a personal services agreement with Ruel D. Catlett
Cleaning Service for the Katsuda Building. The lease term is brief, but the
company is willing to do the cleaning for that period of time. The Library is in the
process of arranging to move in.
Discussion of approval of a business loan for $41,000 for Deschutes Optical.
Susan Mayea said this is for the purchase of new equipment as a part of a buy-out
from an existing partner. COIC reviews all potential business loans, but the Board
is the final decision -maker.
Discussion of a five-month extension of a previous loan made to Central Oregon
Baking Company. They had to make a major equipment purchase, which was
unforeseen. COIC has allowed the extension, but this action needs Board
approval as well.
Discussion of signature of a partition plat MP -96-14 for Robert and Peggy
Hershey.
Discussion of appointments to the Newberry Estates Special Road District board
of directors.

Upcoming meetings: executive session regarding labor negotiations and pending
litigation; the Library Board; Community Corrections; the Assessor; Building
Services and Property Management; the Sheriff; the District Attorney; and
Community Development.
Mr. Nipper said he attended a land use/transportation session in Salem last week,
and wants the Board to be aware of Senate Bill 1113, the airport overlay, which
could be damaging to what the County is trying to do in Redmond near the
Airport.
He also said that Senate Bill 32 has to do with the establishment of light rail on
the west side, and wants the east side counties to buy into it.
Discussion of a meeting to talk about Home Rule. This has been addressed at the
State legislative level, and Legislators Dennis Luke and Bev Clarno plan to be
present.
Discussion of an upcoming joint meeting of the County and AFLAC, to decide
whether to offer AFLAC plans to employees.
Discussion of a proposed sewer system for the City of Sisters. Susan Mayea is
helping them with seeking out grant funds for this. She is also working on similar
efforts for La Pine.
