DESCHUTES COUNTY BOARD OF COMMISSIONERS
Audio Cassette Recording Titled: WORK SESSION
July 1, 1996; 10:00-11:15 AM.
A meeting of the Board of County Commissioners was held on July 1, 1996.
Commissioners present were Nancy Pope Schlangen, Bob Nipper and Barry
Slaughter. Also in attendance were Rick (sham, County Counsel; County
Administrator Mike Maier; the media, other staff and a few citizens.
Items discussed at this meeting will likely be on a future Board business meeting
agenda.
Discussion of authorizing to waive bid bonding for payment of funds for
equipment. Larry Rice explained that this is not needed for an equipment
purchase, since it adds to the cost of the purchase and payment is short-term.
The total cost is $32,000.
Discussion of approval to waive a bid bonding requirement for the purchase of a
tilt trailer. Commissioner Nipper questioned the need for the equipment, so a
long discussion ensued.

Commissioner Nipper asked for Public Works to call for a meeting of staff, the
Equipment Advisory Committee and COBA (Central Oregon Builders' Association)
regarding how much work is being privatized. He thinks there should be more
work out -sourced to the private sector. (A lengthy discussion about this issue
then took place.)
Discussion of an award of contract for an LID road construction. The bids came in
lower than anticipated.
Discussion of the upcoming retirement of Terry Silbaugh, who handles explosives
for the Sheriff's Office. Sheriff Greg Brown said they will be training a deputy on
this work, and want to send him to Mountain Home Air Force Base in Idaho to
learn more.
Discussion of a court decision regarding the lease and eventual demolition of the
old Bend Armory building, and collection of rents. The church will remain in the
building until spring, when the project can begin.
Discussion of Deschutes Housing Solutions, also known as Summit Partners and
Bend Furniture Company, which is the joint partnership that controls the
properties in question. There will be an exchange with the County and eventually
the properties will be transferred over to the Department of Human Services (the
DHS).
Developer Bill Smith has identified the property this group wants to trade for, and
this arrangement is moving forward as appropriate. There will be a hearing in six
weeks to publicize the exchange. The property is located east of town off
Highway 20.
Discussion of a public hearing on several Ordinances regarding commercial -type
activities located at Spring River Road. There are a variety of properties there
that are involved, and the owners have been advised they should combine their
efforts since the goals of each one are nearly identical.

Mr. Nipper asked if there have been any changes in the efforts of Sunriver to
improve its sewage treatment facility. Staff said there has not been much said
about it for about a year. The State has made changes to forest and farmland
zoning ordinances, and have made this more complicated.
It will now either be a part of the resort community package, or it will take more
work to amend the zoning. Sunriver is still going through an exchange of land
with the Forest Service to accommodate adding to their system.
Mr. Nipper does not want it to get to a crisis type of situation before something is
done about it.
Discussion of signature of an indemnity agreement for the Cascade Cycling Classic
event.
Discussion of approval of the appointment of various individuals to the Black
Butte Ranch County Service District board of directors.
Discussion of the appointment of various individuals to the Ponderosa Pines East
Road District board of directors. Commissioner Schlangen wants to be sure the
formation of the District has been completed.
Discussion of upcoming meetings: Administrative Liaison; Clerk; Community
Development; Heritage Square Stakeholders' meeting; Library Board of Trustees;
Commission on Children & Families; and Department Heads.
There will be and a joint City of Bend/County public hearing on site clearing and
tree management ordinances.
The regular City of Bend joint meeting was canceled, with too many attendees out
of town due to the holiday.
