December 19, 1994; 10:00-11:30 AM.
A meeting of the Board of County Commissioners was held on December 19,
1994. Commissioners present were Nancy Pope Schlangen and Barry Slaughter.
Commissioner Tom Throop was not present. Also in attendance were Rick Isham
and Bruce White, County Counsel; County Administrator Mike Maier; the media,
other staff and a few citizens.
Items discussed at this meeting will likely be on a future Board business meeting
agenda:
Discussion of a letter from Commissioner Tom Throop, resigning as Deschutes
County Commissioner Position #1. The Board formally approved Mr. Throop's
request.
Discussion of approval of an exemption proposal for equipment for the 9-1-1
County Service District. This has to do with the dispatch equipment that needs to
be updated. There are only two providers that make the equipment, and only
one is interested. The Board moved approval of the proposal.

Commissioner Schlangen was proud to present a letter from President Clinton's
office, congratulating the Deschutes County Library system for winning the
American Library Association 'sign me up' contest. This shows efforts towards
excellence in education, which is key to the future. (She read the letter to the
group.)
Discussion of a public hearing regarding Community Development block grant
proposals.
Discussion of a public hearing regarding the formation of the Redmond Library
Service District, Order 94-160. This has to do with bonding preferences for a
capital improvement project.
Discussion of a public hearing on Order 94-161, regarding the formation of the
Bend Library Service District.
Discussion of a public hearing on Order 94-162, regarding the formation of the
Sisters Library Service District.
Discussion of a public hearing on Order 94-163, regarding the formation of the La
Pine Library Service District.
Discussion of a public hearing on Order 94-164, regarding the formation of the
Sunriver Library Service District.
Discussion of approval of a memorandum of agreement between the Commission
on Children & Families, Juvenile Community Corrections and the Central &
Eastern Oregon Juvenile Justice Consortium. This was postponed until January 4
when there is a full Board of Commissioners present. Brad Mulvihill and Scott
Johnson went into great detail on the terms of the agreement.
Discussion of approval of the reappointment of Mike Dalessi to the Budget
Committee. Commissioner Slaughter said he has a few other names to submit for
this position.

These were Reid Nelson, CPA; Bob Everhardt of Redmond; Gail Mitchell of
Sunriver; Don Smith of the United Way; Karen Madden, a retired mill worker; Fred
Fossmeyer (?) of Sunriver and the High Desert Museum; and Ron Bryant,
attorney.
Commissioner Schlangen said they already have two people from Redmond so
she would like to consider someone from another area. A discussion took place
regarding times to informally interview some of these applicants.
Mike Maier cautioned that having three new members will be difficult, as they
need to be brought up to speed on the budget process.
Discussion of an upcoming meeting with the industrial group in La Pine.
Discussion of approval of an agreement with COIC regarding their administration
of the regional strategies program.
Discussion of clarification of the Board's decision on the David Young appeal of a
178 -lot subdivision off Eagle Road in Bend. It has to do with the installation of
curbs, which staff feels are unnecessary.
Discussion of signature of a contract for services with Hap Taylor & Sons regarding
exempting certain services from competitive bidding requirements. This has to
do with snow removal services in particular.
Hap Taylor is already under contract with Sunriver, and since the County has
equipment parked in the Sunriver Business Park all winter, it makes sense to have
them do some other select snow plowing in that specific area for the County.
Discussion of approval of condemning real property under Resolution 94-054,
regarding the Blue Spruce Motel.

Discussion of approval of a decision regarding a dog control case; a dog named
"Griz" or "Grizzly" being accused of chasing livestock.
Discussion of signature of a union contract that is due to expire.
Discussion of approval of a request for out of state travel for C.J. Anderson to
attend training in San Diego (for the KIDS Center). The cost to the County would
be just $100.
Discussion of approval of a software license agreement for ongoing
improvements to the system.
Discussion of signature of Order 94-171, disbursing 8% of park development
funds. Brad Chalfant explained that these funds would go to various Parks and
Recreation, per agreements.
Discussion of approval of a land survey services agreement with Bob Earl, for a lot
line adjustment for various lots in the La Pine Industrial Park. This has to do with
the La Pine Bed & Bath's request.
Discussion of approval of a request from Kent Ballard for final plat approval for a
three -lot subdivision in the RSR -5 zone. This has to do with a public right of way
on Tumalo Road.
Discussion of approval of a minor partition request to divide 170 acres into three
parcels in an RR -10 zone.
Discussion of upcoming meetings: Administrative Liaison; Library Department;
CDD; Commission on Children & Families; and Legal Counsel.
Discussion of the draft time management program. It has been distributed to the
Department Heads for review.
Discussion of a letter from Kevin Tyler asking that the agreement be signed no
later than December 31. Therefore, this will be addressed at the next business
meeting.
