A meeting of the Board of County Commissioners was held on November 28, 1994. Commissioners present were Nancy Pope Schlangen, Tom Troop and Barry Slaughter. Also in attendance were Rick Isham and Bruce White, County Counsel; County Administrator Mike Maier; the media, other staff and a few citizens. Items discussed at this meeting will likely be on a future Board business meeting agenda: Discussion of the audit report, to be addressed at the next Board business meeting. Discussion of the Right to Farm Ordinance, as proposed by the Deschutes County Farm Bureau — to be discussed in depth at a special work session. Transcription of Audio Recording of a Work Session, November 28, 1994 Page 1 of 3 Discussion of a public hearing on Ordinance 94-053, amending Title 18, allowing veterinary clinics to operate as a conditional use, and replacing 'animal hospital' language to be consistent. This affects a veterinary clinic expansion in Terrebonne. Discussion of approval of a supplemental agreement to the Bend Parkway agreement. This covers the Butler Market Road area between the new Hampton Inn and Studio Road. This will allow ODOT to close off Empire Boulevard for the Parkway project, and direct people to Butler Market. This will mean a significant savings to ODOT, and the $332,000 will go to the County for its part of the overall project. The County will also be reimbursed for putting in the traffic signal at Butler Market Road at 3rd Street. Discussion of a public hearing on Ordinance 94-059, amending Title 22, the procedures ordinance allowing extensions of land use applications if a public health hazard exists. Staff explained that this has to do with River Meadows subdivision located off South Century Drive. They applied for a replat to make Tots larger and more suitable for residential development, and had a year to complete it. They were given extra time but only got about half of the replat done. The biggest issue is updating and redoing the sewer system and complying with DEQ rules, which have recently changed. Staff said that this is a special circumstance and the language would only apply for this individual situation. The original developer has died and the estate is trying to finish out this development. There need to be conditions applied if they are allowed to go forward. (A lengthy discussion occurred.) It was pointed out if this is not allowed, the development will go bankrupt and the upgrades to the sewer system won't happen. The Board wants to proceed cautiously to make sure the development is finished out properly. It is Tess than 1/4 acre and the adjacent property owner would like to add it. It has very little value to the County. Discussion of signature of a personal services agreement with Mary Duncan for a special project for Legal Counsel. Discussion of a public hearing to annex property into the La Pine Rural Fire Protection District, and signature of Order 94-151. Discussion of upcoming meetings: Liaison; Treasurer; Planning Department; meeting to address water rights and the Warm Springs Tribes; and a meeting with the City of Redmond.
