A'meeting of the Board of County Commissioners was held on January 17, 1995. Commissioners present were Nancy Pope Schlangen, Bob Nipper and Barry Slaughter. Also in attendance were County Administrator Mike Maier; the media, other staff and a few citizens. Items discussed at this meeting will likely be on a future Board business meeting agenda: Discussion of signature of an intergovernmental agreement regarding regional strategies, through a multi -county coalition and board. Some adjustments have been requested by the other counties, which County Counsel felt were appropriate. The Board was advised that they need to appoint a replacement for this group to take the place of someone who has resigned. Transcription of Audio Recording of a Work Session, January 17, 1995 Page 1 of 4 Discussion of signature of Resolution 95-005, regarding the annexation of a portion of the Sisters -Camp Sherman Fire Protection District lying within Jefferson County into the Deschutes County 9-1-1 Service District. Staff from 9-1-1 gave an overview of the item. Discussion of an agreement regarding an upgrade of the Deschutes County 9-1-1 Service District computer system. The new Commissioner, Mr. Nipper, had a lot of questions regarding the need and the cost. He wants to talk about it further at the Board business meeting. Discussion of signature of Order 95-015, establishing all of Seminole Circle as a County road. Discussion of signature of Order 95-016, accepting the engineer's report, and setting a hearing on the proposed assessment for road improvements to Seminole Circle LID. Discussion of signature of Order 95-017, establishing all of Comanche Circle as a County road. Discussion of signature of Order 95-018, accepting the engineer's report, and setting a hearing on the proposed assessment for road improvements to Comanche Circle LID. Discussion of approval of the relicensing of the Bend hydroelectric project. Staff explained at length that this is an agreement between the City, Park District and other agencies. Much of this has to do with the potential requirement for a fish ladder, and might require a public hearing. This could have a huge impact on Mirror Pond. Discussion of signature of the final plat for partition MP -94-31. Discussion of signature of a conservation easement LM -94-238. Transcription of Audio Recording of a Work Session, January 17, 1995 Page 2 of 4 Discussion of approval of the acquisition of right of way on Badger Road, Bend. This involves a resolution that would rescind a previous resolution. Dan VanVactor, representing one of the parties, talked at length about the situation involving the County, Wal-Mart and the owners of the Blue Spruce Motel. This will be discussed further at the next Board business meeting. Discussion of an abatement program, amending Deschutes County Code Chapters 13 and 15. Staff explained the changes. Discussion of approval of a number of agreements and appointments related to the Library District. Discussion of approval of an out of state travel request from the Library District. Discussion of appointments to the Board of Equalization, and rescinding the appointment of newly elected Commissioner Nipper. Discussion of a request by the Courts for the County to pay for a Deputy to monitor entrance into the Courts. The Courts has funds within its budget for this position. Discussion of a land use appeal regarding Gordon Beck Park and the Central Oregon Parks & Recreation Department. The Board needs to decide whether to hear it. Discussion of whether to hear an appeal regarding a non-farm dwelling that was denied by the Hearings Officer. Staff explained that last year the Board was given discretion as to whether to hear appeals, and that the appellant had to provide justification of why the Board should hear it. However, the forms and process has not yet been brought up to date so some people do not know this. Discussion of an appeal from the Franklins regarding the Wal-Mart store, Badger Road access, ODOT, the County and the Blue Spruce Motel. A lengthy explanation for the benefit of the new Commissioner then took place.
