A meeting of the Board of County Commissioners was held on January 30, 1995.
Commissioners present were Nancy Pope Schlangen, Bob Nipper and Barry
Slaughter. Also in attendance were Rick Isham, County Counsel; County
Administrator Mike Maier; the media, other staff and a few citizens.
Items discussed at this meeting will likely be on a future Board business meeting
agenda:
Discussion of signature of Resolution 95-018, transferring appropriations within
the 9-1-1 County Service District budget.
Discussion of a public hearing, to consider a plan amendment and zone change
from RL to RS on a 4.52 acre parcel adjacent to the new 18th Street; and signature
of Orders 95-003 and 95-004. Staff explained that sewer and water are already
there.
Discussion of signature of final plat MP -94-29, a three lot partition of 131 acres in
the EFU zone and the MUA-10 zone.

Discussion of Code Enforcement Task Force recommendations. George Read gave
an overview.
Discussion of signature of Order 95-023, accepting the engineer's report relating
to the improvements of the Galen Road LID, and setting a hearing for
remonstrance.
Discussion of approval of amendments to the by-laws of the Deschutes Library
District. Staff gave an overview of the changes to reflect the role of the Library
Boards regarding construction projects and general operations.
Discussion of approval of a maintenance contract with Oregon Micro -Imaging,
Inc., for library reader -printers.
Discussion of signature of a contract to provide food service inspections of
cafeterias in the Sisters School District.
Discussion of signature of a development agreement with Wendy Potock (?) and
Gordon and Henrietta Waddell (?).
Discussion of signature of an indemnity agreement for Lobos Motorcycle Club,
Inc. for races to be held February 18 and 19, in Millican.
Discussion of signature of a personal services contract with Oregon Psychiatric
Consulting Associates. This is for services to employees.
Discussion of the second reading and adoption of Ordinance 95-002, amending
Code Title 13.
Discussion of the second reading and adoption of Ordinance 95-005, amending
Code Title 15.
Discussion of signature of Order 95-026, transferring cash within the County
budget, for Public Works and Solid Waste funds.
Discussion of signature of Resolution 95-019, appropriating new grant funds to
the Special Transportation Fund. Susan Mayea gave a lengthy explanation of
grants and the STF.

Discussion of signature of Orders 95-012 and 95-013, authorizing the refund of
taxes.
Discussion of the appointment of Charles Winders III to the Four Rivers Vector
Control District.
Discussion of upcoming meetings: Library Board, Administrative Staff meeting,
Health Department, the Commission on Children & Families, and Mental Health;
and an executive session regarding labor negotiations.
Also planned is a meeting with Department Heads; a meeting with the Private
Industry Council; and a Solid Waste update with the City of Bend and
representatives of the industry.
Discussion of an upcoming meeting with Parametrix Engineering Company
regarding the urban growth boundary.
Discussion of an update of the proposed event center. This will include
representatives of the cities and other groups.
Discussion of the Library funding levy being on the ballot in March. An active
campaign is being developed to educate the public.
Discussion of approval of a variety of tow truck company agreements for the
Sheriff's Office.
Discussion of an upcoming League of Women Voters' luncheon, to discuss
Deschutes County and Solid Waste issues.
Discussion of the recruitment of two electrical inspectors for CDD, and the fact
that they had to be brought in at about the middle of the range. These are not
trainees and it was necessary to offer higher wages.
