DESCHUTES COUNTY BOARD OF COMMISSIONERS
Audio Cassette Recording Titled: WORK SESSION
February 6, 1995; 10:00-12:00 PM (2 tapes).
A meeting of the Board of County Commissioners was held on February 6, 1995.
Commissioners present were Nancy Pope Schlangen, Bob Nipper and Barry
Slaughter. Also in attendance were Rick Isham, County Counsel; County
Administrator Mike Maier; the media, other staff and a few citizens.
Items discussed at this meeting will likely be on a future Board business meeting
agenda:
A discussion about a Bend Rotary Club project to make improvements on Pilot
Butte. There are growing problems there with maintenance and inadequate
parking. State Parks has proposed a program called "Partners in Parks" that local
individuals would like to consider.
The City and Bend Parks would like to be a part of this as well. They will develop
plans for an annual work plan.

The group will meet in an open house environment to introduce this to the
general public. The Board was supportive.
Discussion of a public hearing for remonstrances to Seminole Circle LID and
signature of Order 95-028, ordering certifying of assessments and setting the
interest rate at 9%.
Discussion of approval of Resolution 95-020, establishing a no -parking zone on a
portion of Mt. Washington Drive between Simpson and Century Drive. This is
necessary for safety reasons.
Discussion of approval of a personal services contract with Tim Eggan for
development of the 'support our seniors' project. Scott Johnson of the
Commission on Children & Families gave an overview of the desire of the
community to make a strong emphasis on youth's contributions. They hope to
link youth and seniors through this program.
Discussion of the approval to amend a contract with Central Oregon Family
Resources Center, to help coordinate the Family Access Network. This provides
additional funding to coordinate family access centers operating throughout the
County.
Discussion of a request for approval of out of state travel requests for a staff
member and a CCF Commissioner to attend a children's defense fund conference
in Seattle.
Staff explained that they wish to attend not only the conference, but visit Costco's
headquarters to talk with them about the cities and schools project. Costco has
been very supportive in the Seattle area, and staff wants to seek out their
involvement here as well. They would also consult with the Casey Foundation
regarding potential grants.

Discussion of approval of a request for out of state travel for Diana Pickett of the
Health Department, for public nurse training purposes regarding the home visit
program. She will in turn instruct the other nurses on the program.
Discussion of approval of an HMO Oregon contract. It is the same as the previous
agreement, with no changes.
Discussion of approval of an amendment to the HIV block grant from the State,
adding funds.
Discussion of approval of an out of state travel request for Health Department
staff to attending training in Seattle to learn more about the move into managed
health care.
Discussion of the Health Department's efforts at the legislative level and the
Central Oregon Alcohol Council's work. There was a very lengthy conversation
about how to keep the Council solvent, or whether to let it fold and let the County
take over its work. County Counsel will meet with the group and staff to figure
out the best way to proceed.
Discussion of signature of a letter of agreement with architects to help develop a
budget and plan for a new Bend library. (A lengthy conversation ensued.)
Discussion of conversations the Property Manager and Commissioner Slaughter
have had with representatives of the National Guard, regarding disposition of the
old Armory. This would also include the BLM. The building might be used for a
library short-term, but staff anticipates that eventually the building would go
away and would probably become a parking facility. Some City councilors feel
that this is going to be a need relatively soon.
Discussion of signature of a letter of understanding with the Sisters School District
and the Forest Service regarding the exchange of real property. Brad Chalfant
provided an overview of the item. A long discussion took place.

It was pointed out that the County actually owns campground property, and the
City may be interested in acquiring this at some point.
Mike Maier suggested that something be added to allow for space for the County
provide its services in the Sisters area in the future, as it is apparent that this is
already a need.
Discussion of the Code Enforcement Task Force recommendations to the Board.
George Read said that this has been discussed at length already, and he is now
prepared to place advertisements for a second code enforcement officer. This is
already budgeted.
Discussion of repealing sections from Code. This was already reviewed and it is to
be consistent with the State.
Discussion of signature of a development agreement with Wendy Potock (?) and
Gordon and Henrietta Wanneck (?).
Discussion of a Public Works lease -purchase agreement with First Interstate Bank,
regarding the purchase of dump trucks.
Discussion of signature of Order 95-030, assigning the name of Bear Wallow to an
unnamed road.
Discussion of signature of final plats for Harbor Woods subdivision, and a 23 -lot
subdivision in the Bend urban area in the RS zone.
Discussion of signature of liquor license applications for Blondie's and the
Deschutes River Trout House in Sunriver.
Discussion of upcoming meetings: City of Bend; Administrative staff; Community
Development; Juvenile Justice; Risk Management; and Solid Waste to talk about
the issue of site selection. Hap Taylor and Matt Day will be in attendance to talk
about their proposals regarding a new site for a County landfill.

Discussion begun by Commissioner Nipper about whether to require staff to
attend a meeting at the Riverhouse hosted by the Public Utilities Commission to
hear about the consumer complaint process.
A lengthy discussion about the efforts of the cities of Bend and Redmond to
collect SDC's on properties located outside of the city limits. Mr. Isham feels that
this is not legal. The City of Redmond is refusing to collect Park SDC's even inside
of the city limits. It is possible for the County to collect these and turn them over
to the Parks District. Obviously the other entities are not respecting each other's
efforts.
Discussion about the negative response from the City of Bend regarding a possible
event center at the Fairgrounds.
