DESCHUTES COUNTY BOARD OF COMMISSIONERS
Audio Cassette Recording Titled: WORK SESSION
February 13, 1995; 10:00-11:45 AM.
A meeting of the Board of County Commissioners was held on February 13, 1995.
Commissioners present were Nancy Pope Schlangen, Bob Nipper and Barry
Slaughter. Also in attendance were Rick Isham, County Counsel; County
Administrator Mike Maier; the media, other staff and a few citizens.
Items discussed at this meeting will likely be on a future Board business meeting
agenda:
Discussion of a public hearing on the proposed vacation of a public road right of
way located in Summit Subdivision, which is a replat of Hillcrest Subdivision in the
Redmond area. The Gislers are the developers. This will expedite the
development process for the County and the owners. Staff went into great detail
on the issue.
Discussion of two other hearings that had to be rescheduled, due to staff's failure
to advertise in a timely manner.

Discussion of signature of Resolution 95-026, a petty cash account for the Park
Place facility in the amount of $200. For the benefit of the newest Commissioner,
a long discussion took place regarding the necessity of the fund and how it would
be handled.
Discussion of signature of an easement for a utility pole on the corner of a County
owned property.
Discussion of signature of Resolution 95-021, declaring the intent to transfer land
from the Bend Metro Park and Recreation District back to the County, and setting
a hearing date. This involves a lot line adjustment at the District's maintenance
yard. It was originally part of the old landfill.
Discussion of signature of a license to use land for 3T Equipment Company, east
of Redmond. There was a large amount of wood waste material on the property
that the Company wishes to purchase, so this agreement will allow the material
to be moved and spread over another nearby location.
Discussion of signature of an indemnity agreement for a Central Oregon Desert
Racing Association event in Millican.
Discussion of approval of an intergovernmental agreement with Senior and
Disabled Services Division of the State for Title 19 funding. This will be used to
supplement the Dial a Ride program.
Discussion of signature of Orders 95-031 and 95-032, authorizing the refund of
taxes.
Discussion of signature of Resolution 95-028, declaring February 17 as Bob
Shotwell Day. A group of people in the community and local businesses felt it was
time to celebrate Bob's contribution to the region. There will be a luncheon in his
honor as well. He has been involved in reporting the news for years, and makes
the drive from La Pine.
Discussion of upcoming meetings: Sheriff's Office; geographic information
systems; Department of Environmental Quality; Health Department; Data
Processing, Community Development; and the Assessor's Office.

Discussion regarding increasing the transient room tax, and the fact that the City
of Bend is not being cooperative. (A long conversation ensued.)
Discussion of a concern of Commissioner Nipper about him being the liaison for
CORHA and COED, but they keep meeting with the other Commissioners instead.
He wants everyone to be more respectful.
