A meeting of the Board of County Commissioners was held on June 13, 1994.
Commissioners present were Nancy Pope Schlangen, Tom Troop and Barry
Slaughter. Also in attendance were Rick Isham, County Counsel; County
Administrator Mike Maier; the media, other staff and a few citizens.
Items discussed at this meeting may be on a future Board business meeting
agenda:
Discussion of a public hearing on the Squaw Creek Canyon local improvement
district.
Discussion of signature of a local agency funding agreement for overlay projects
on Knott Road and Baker Road.
Discussion of signature of an improvement agreement with the State of Oregon
for the signal at Cooley Road.

Discussion of signature of a warranty deed regarding right of way located on 18th
Street.
Discussion of a development off Eagle Road, Bend; and whether there should be a
trail included. (A long discussion ensued.)
Discussion of a public hearing on a text amendment for in-line skating in a
commercial district in Sunriver.
Discussion of a decision on an appeal by Cascade Pumice.
Discussion of the relicensing of a hydroelectric facility located on Mirror Pond,
Bend. The County and City need to get together to work out some problems with
this issue. This may have to be done in executive session.
Discussion of adoption of ordinances regarding Title 19 and the Deschutes River
corridor. This will coincide with ordinances that the City of Bend had previously
decided.
Discussion of a public hearing on the transfer of real property to Newberry
Habitat for Humanity.
Discussion of signature of Resolution 94-062, changing the name of a fund from
Children and Youth Commission to the Commission on Children & Families.
Discussion of signature of a maintenance agreement renewal with Oregon Micro -
Imaging Company regarding Canon equipment in the Clerk's Office.
Discussion of signature of a Mylar for Oaktree Subdivision, Phase I. This was
moved, seconded and voted upon as acceptable.
Discussion of acceptance of a conservation easement.
Discussion of approving a septic system within the UGB under the Quickstart
program. Mr. Throop does not feel that Quickstart is necessary anymore since
the turnaround for permits has gone from six weeks to about ten days. It appears
there are numerous complaints about plot plans and having people do them over.
There was a lengthy discussion about this issue.

Discussion about working on ordinances regarding setbacks, in conjunction with
the cities.
Discussion of reappointments to the Bicycle Advisory Committee.
Discussion about the right of way project for Golf Course Road.
Discussion regarding the process to handle a right to farm bill. This would include
the Farm Bureau, the reclamation groups and others. George Read noted that
this is a State law that they have to follow anyway, and to form committees and
follow it may be a huge waste of time.
Mr. Throop still wants to pull the parties together to see how everyone feels
about it and decide if there are issues that can be addressed at the local level. It
is political and he feels this is the right thing for the Board to do.
