A meeting of the Board of County Commissioners was held on May 23, 1994.
Commissioners present were Nancy Pope Schlangen, Tom Troop and Barry
Slaughter. Also in attendance were Rick Isham, County Counsel; County
Administrator Mike Maier; the media, other staff and a sizeable number of
citizens.
Items discussed at this meeting may be on a future Board business meeting
agenda:
Discussion of the Bend City Council's challenge to the Board regarding Commute
Options Week. There are seven Councilors and three Commissioners who were
supposed to bike, walk or carpool for a week. The Board won. The award was
made by the Bend Recycling Team, and the Council is supposed to cook dinner for
the Board now.
Discussion of the executive summary for the feasibility study regarding a building
to use for events and fundraising.

Discussion of a grant for the Children & Youth Commission for Redcap support.
There was a delay while the group provided necessary proof of liability insurance
coverage.
Discussion of a memorandum regarding approval by the Commission on Children
& Families to award a grant to J Bar J Services.
Discussion of the regional strategies program, as presented by representatives of
COIL.
Discussion of a decision on the comprehensive plan map amendment and zone
change regarding a mini -storage facility in Terrebonne.
Discussion of a public hearing on Ordinances 94-027 and 028, regarding the
Deschutes River Corridor.
Discussion of a public hearing on four ordinances regarding the historic resources
inventory. Tumalo Irrigation District will likely want to testify.
Discussion of the Seminole Circle local improvement district and the Comanche
Circle LID. These were carried over from last week. So far there has not been a
lot of interest from the residents.
Discussion of a comprehensive plan amendment to adopt site-specific ESEE
decisions. Catherine Morrow explained that this is to address bird and mammal
issues. Oregonians in Action may respond with objections regarding the
restrictive covenants. However, this only applies to 18 pieces of property on
three sites.
There would be very strict criteria about when building would be allowed on
certain sites. Most groups are supportive or at least are not going to argue
against this language.

Discussion of a decision as recommended by the Horse Advisory Committee, that
horse events be allowed outright as a permitted farm use incidental to horse
training on EFU ground. MUA and RR -10 zones can be a conditional use, with
certain criteria.
Discussion of acceptance of a slope and construction easement for 18th Street and
Empire Avenue.
Discussion of approval of recruitment of Mental Health Services' recruitment
support staff position as facilitated by Express Personnel.
Discussion of signature of Resolution 94-055, appropriating new grant funds for
the Juvenile Division.
Discussion of the correct spelling of La Pine. This will be shown by Order as La
Pine. This is based on Oregon geographic names and history.
Discussion of approval of a Taylor Grazing Funds application. This will be
addressed on Wednesday.
Discussion of signature of the final plat for the Mountaingate Subdivision.
Discussion of an agreement to perform an audit on a business loan. This has to
do with separating the business loans into two separate accounts, at the request
of County Counsel. This would be separate from the normal County audit
process.
Discussion of leasing property in La Pine for various County services: Adult
Corrections, the Sheriff and the Health Department. They will remain where they
are until the new facility is built.
Discussion of approval of a liquor license renewal for the Deschutes River Draft
House.
Discussion of signature of a final plat to divide a forty acre parcel into two twenty
acre parcels in the EFU zone.

Discussion of recruitment for Property Appraiser II positions. Some applicants are
coming from Jackson County because they are experiencing major layoffs at this
time. Given the length of experience of the candidates, the Department would
like to bring them in at Step E and Step G respectively, rather than Step C.
Mr. Maier said they are laying off 70% of their appraisal staff, and people had to
have at least 11.1 years with Jackson County to stay on board. Even at this, it will
be less income for the two candidates. The Board was supportive.
Discussion of the recent City UGB meeting. Before the next meeting, they will
need to review some names of individuals to serve on the Citizen Involvement
Committee for the plan update. A lengthy discussion occurred regarding a
number of individuals.
Discussion of whether to approve a fee waiver for a Mountain View High School
electrical project. The Board was not supportive.
Discussion of signature of a contract amendment to provide services for Adult and
Family Services, for the jobs workshop.
Discussion regarding home based businesses and doing more outreach, especially
in La Pine, about how and when these are allowed. Or perhaps a brochure can be
included with a mailing of something else to save money.
