A meeting of the Board of County Commissioners was held on April 18, 1994. Commissioners present were Nancy Pope Schlangen, Tom Troop and Barry Slaughter. Also in attendance were Rick Isham, County Counsel; County Administrator Mike Maier; the media, other staff and a few citizens. Items discussed at this meeting may be on a future Board business meeting agenda: Discussion of a public hearing on the Sisters urban area ordinance, creating a new zoning district called the Airport Overlay Zone. Staff explained that this is a follow up to the last item on the Sisters period review order. With few changes, the County can adopt it. There may be some public interest, but there has been no response to date. This only affects a few property owners because it is within the urban area. Transcription of Audio Recording of a Work Session, April 18, 1994 Page 1 of 3 Discussion of a public hearing on the exchange of real property with Bend Millworks Systems, Inc., and signature of Order 94-045. This relates to an exchange of right of way and is routine. Discussion of approval of amendment #3 relating to the purchase of real property known as Lot 6, Block 2 of the La Pine Industrial site. The purchaser is interested in relocating his business there from Bend. The La Pine Economic Development Board feels strongly that this should proceed. It is a masonry and marble type of business. Discussion of acceptance of three warranty deeds for the Empire Avenue/18th Street project. Discussion of authorization to let a contract for the subgrade of the 18th Street and Cooley Road project. This needs to be expedited since Lava Ridge School is opening soon. The County needs to enter into an intergovernmental agreement with ODOT for $65,000 to facilitate a Highway 97 signal at Cooley Road. They also need to do all the sidewalks and curbs down to Yeoman Road. Discussion of Ordinance 94-025, local improvement districts. Bruce White gave an overview of the item. This relates to the desire of Squaw Creek Canyon Estates to have their roads improved. Measure 5 did put limits of the assessment process. Other issues relate to undeveloped land in the subdivision, owned by the developer. Discussion of approval of Resolution 94-039, initiating the Squaw Creek Canyon Recreation Estates local improvement district. The issues surrounding this LID are basically the same as the previous one. Discussion of Cascade Pumice's application for an appeal of the Hearings Officer's decision. The pumice site is located off Tumalo Reservoir Road. Local residents are opposing this. The applicant feels they can meet all of the site plan requirements. Discussion of signature of a warranty deed regarding the Butler Market Road extension project. This involves grant funding. Discussion of signature of Resolution 94-037, appropriating new grants funds for the Commission on Children & Families. Discussion of the approval of Resolutions for budgeted cash transfers for various departments. Discussion of approval of a roof contract, presented by the County Building Services Department. Discussion of signature of MP -93-13, a final plat for a partition to divide an 80 acre parcel into two 40 acre parcels in an EFU-AL zone. Discussion of approval of a liquor license application for SMGA Partnerships, dba Widgi Creek Golf Club. Discussion of upcoming meetings.
