DESCHUTES COUNTY BOARD OF COMMISSIONERS

April 4, 1994; 10:00-10:45 AM.
A meeting of the Board of County Commissioners was held on April 4, 1994.
Commissioners present were Nancy Pope Schlangen, Tom Troop and Barry
Slaughter. Also in attendance were Rick Isham, County Counsel; County
Administrator Mike Maier; the media, other staff and a few citizens.
Items discussed at this meeting may be on a future Board business meeting
agenda:
Discussion of approval of an award of a contract for a digital telephone system for
the 9-1-1 District. The winning bid was from Motorola. It may eventually
incorporate cellular service.
Discussion of approval of Order 94-053, surrendering County roads to the City of
Redmond. Tom Blust gave an overview of the road locations and the agreement
between the City and County.

Signature of signature of a conservation easement for Goins (?) property located
at Big River Drive.
Commissioner Throop indicated that he has drafted a letter, which was partly
driven because of the recent road fatality on South Canal, in the southeast
quadrant of Redmond. There was a lengthy discussion about the speed limits and
road signage there.
Discussion of signature of a conservation easement for the Porters' property
located off South Century Drive.
Discussion of a Village Realty land use decision. Bruce White said that he is still
waiting for documents from the Karnopp Peterson law firm.
Discussion of the formation of the Squaw Creek Canyon LID. Mr. Throop has been
talking about this application with Community Development. There is an existing
application already in the appeal process. It seems like this has been complicated
by the submitted of a zone change application. Both things can't happen at the
same time.
Discussion of a public hearing that already occurred regarding periodic review.
Mr. Slaughter said he tried to attend but it was already standing room only. Mr.
Throop indicated that this was due to Matt Cyrus spreading inaccurate
information about issues relating to eagles, bats and other animals impacting
farm practices.
Mr. Throop said that last week there was a severe roof leak. The work had been
put off until next year, but this was a serious problem. He told staff to go ahead
and get the work done now.
Mr. Throop stated that an individual by the name of Dick Tobiason is very
interested in solid waste hauling issues. He is a retired military officer and seems
very well informed. He would like to see this man interviewed for the vacant
position on the Solid Waste Advisory Board. A long discussion ensued.
