DESCHUTES COUNTY BOARD OF COMMISSIONERS
Audio Cassette Recording Titled: WORK SESSION
September 19, 1994; 10:00-11:15 AM.
A meeting of the Board of County Commissioners was held on September 19,
1994. Commissioners present were Nancy Pope Schlangen, Tom Troop and
Barry Slaughter. Also in attendance were Rick Isham, County Counsel; County
Administrator Mike Maier; the media, other staff and a few citizens.
Items discussed at this meeting may be on a future Board business meeting
agenda:
A presentation made by the U.S. Forest Service, and an award to Corrections
Director Dennis Maloney. Deputy Forest Service Supervisor Jim Kenna provided
the presentation, recognizing Dennis Maloney's work in 1993, enhancing public
lands and serving the public interest. Others added their praise. Mr. Maloney
said he could not have done any of the work without the support of dedicated
staff.
Discussion of a public hearing on an appeal. Ms. Schlangen said that the appeal
was withdrawn, so the hearing won't take place.

Discussion of signature of Order 94-128, authorizing fund expenditures for
repairing Lazy River Drive. Larry Rice provided an overview of the request from
residents for help with improving the road before winter.
Mr. Rice indicated that there are some very bad holes in the road, and the sides of
the road are breaking down. It was poorly constructed and needs to be done
over. The Road District wants to work with the County to get the holes repaired,
and has $5,000 to contribute. The District will look at forming a local
improvement district to deal with the major problem in the spring.
Discussion of the Awbrey Butte transmission site sublease agreement. Staff
explained that there are six users at the site that are not in compliance, and this
agreement deals with one of them. County staff is working on bringing all of the
users into compliance.
Discussion of signature of a Mylar for the Pilot Butte Park development, phases 1
and 6.
Discussion of signature of a liquor license application for the KOA Campground in
Bend.
Discussion of an amendment to a personal services contract with David Evans &
Associates. Mr. Rice explained that this relates to drilling three monitoring wells
at the landfill. A change is needed because they have had to drill down to 750
feet to get to water.
The situation is even more complicated because the DEQ wants to make sure
there is no leaching of pollutants into the groundwater, which is ridiculous given
how deep the water table is. However, they have to do what the DEQ instructs
them to do.

Staff showed a videotape to the Board, giving the entire story of how a
monitoring well is installed and monitored into the future.
Discussion of approval of travel expenses to the annual meeting of the American
Public Health Association. The Department has budgeted for this important
event.
Discussion of signature of a conservation easement for Cassidy.
Discussion of approval of a conservation easement for Jay Gardner.
Discussion of approval of the appointment of Beth Pearl (?) for the Deschutes
County Library Board of Trustees.
Discussion of upcoming meetings: State Budget informational meeting; and
COCAAN regional strategies meeting.
