DESCHUTES COUNTY BOARD OF COMMISSIONERS

A meeting of the Board of County Commissioners was held on September 26,
1994. Commissioners present were Nancy Pope Schlangen, Tom Troop and
Barry Slaughter. Also in attendance were Rick (sham, County Counsel; County
Administrator Mike Maier; the media, other staff and a few citizens.
Items discussed at this meeting may be on a future Board business meeting
agenda:
Discussion of a continued public hearing on Ordinances 94-037 and 94-038, text
amendments to the forest land section of the comprehensive plan and forest
zones, to implement the requirements of House Bill 3661.
Kevin Harrison provided an overview of the fire siting standards and other issues
related to these ordinances. He said that this action does not change much of
what the County has already had in place. Most people already know what is
required.

Discussion of a decision of the Jan Ward's Mountain High development appeal of
the Hearings Officer's decision and requirements. Paul Blikstad provided an
explanation regarding various issues, including the sewer system, domestic water,
whether there is a master plan, traffic counts, bicycle paths and more. Some of
this is the responsibility of the DEQ and not the County or the Board. A lengthy
discussion then took place.
The Board determined that this decision should be delayed until a more extensive
work session can take place.
Discussion of approval of an award of bid for fencing at the demo landfill site. It
will include chain link and barbed wire as appropriate, and will border the Bend
Park & Recreation property. It won't affect any of the usage by the BMX group's
activities.
Discussion of signature of Resolution 94-092, proclaiming October 2-8 as
Construction Awareness Week.
Discussion of upcoming meetings: Administrative Services, County Counsel and
various departments.
