A meeting of the Board of County Commissioners was held on October 31, 1994. Commissioners present were Nancy Pope Schlangen, Tom Troop and Barry Slaughter. Also in attendance were Rick Isham, County Counsel; County Administrator Mike Maier; the media, other staff and a few citizens. Items discussed at this meeting will likely be on a future Board business meeting agenda: Discussion of a report of a meeting with the Major General of the National Guard to talk about obtaining the Bend Armory building on Wall Street to expand the Library. They were receptive and in fact have the building for sale. Commissioner Slaughter and the property manager are working on the details of a property exchange. There was a lengthy discussion at this time. Discussion of a public hearing on the transfer of property to the Bend Metro Park and Recreation District. This has to do with water rights for Big Sky Park. Discussion of the latest iteration of the Bend Area Transportation Plan and work being done by a consultant on behalf of the City and the County. This is a document that should change often to adjust to changes occurring within the County. Discussion of what is occurring at the old Bend mill site, and the work being done there by Bill Smith and his company. Staff explained their public outreach efforts; both what has already taken place, and what is planned for the future. The public is encouraging more connectivity between the east and west sides of town, and that more bridge crossings are needed. Citizens also wanted more bike and walking paths, including incorporation of the irrigation canal system. The public wants to see more core commercial development and Tess big shopping centers to reduce dependency on automobiles. About 75% of people surveyed feel that a public bus system should be put into place. Discussion of approval of a contract for services for special road districts. Staff indicated that it is more cost-effective for Black Butte Ranch to take care of some of the roads in their area. Special Road District #1 has County roads within its district, so they can do the County roads as well on contract. This has been done well for several years. Discussion of the purchase of a chip spreader a few years ago, and how this has equated to a substantial savings for Public Works. Discussion of approval of an amendment for a budget revision from the Oregon State Health Division. This has to do with additional grant funds received to support the WIC program. Discussion of signature of a VOCA (Victims of Crime Assistance) grant for $5,000, to provide group therapy for six children at no cost to the families. Discussion of signature of a sublease agreement for an Awbrey Butte communications site for a low-power paging service. Discussion of exchanging land for a senior center in La Pine, and the possible formation of a committee to determine what services in La Pine might need some land. This could include a La Pine Community Campus, and a medical facility, as well as the senior center. AM of this needs to be located somewhat near sewer services. Discussion of the needs of the City of Sisters, and whether an exchange of land could benefit both Sisters and La Pine. Staff is working on a report to show some possibilities. Discussion of signature of a Resolution listing properties that could be sold at the next property auction. Discussion of signature of an Order for a petty cash account. Discussion of signature of a subdivision plat, to be approved at the Wednesday business meeting. Discussion of delinquent tax funds from the Inn of the 7th Mountain, due to incorrect calculations.
