A meeting of the Board of County Commissioners was held on February 12, 1996.
Commissioners present were Nancy Pope Schlangen, Bob Nipper and Barry
Slaughter. Also in attendance were Rick Isham, County Counsel; County
Administrator Mike Maier; the media, other staff and a few citizens.
Items discussed at this meeting will likely be on a future Board business meeting
agenda:
A department of the month presentation to the Facilities and Maintenance
Department.
Discussion and an update on the new Ronald McDonald House near the hospital.
An overview of what the facility does was given. They have been working on this
project for four years, and broke ground last fall.
Discussion of a decision on the appeal of the Wal-Mart garden center by the
Franklins.

An update on the KIDS Center given by Jan Wick. He asked the County for funding
to cover their services. They need to hire a doctor to evaluate children as they
are admitted. It takes too long to get an appointment with the volunteer doctors.
The funds are needed to serve children living in Deschutes County. Other
counties have children come to the Center, but those counties also provide the
necessary funding. He will put together a request for the upcoming budget
committee meetings.
Discusion of a public hearing regarding vacation of a portion of Big Buck Road.
Tom Blust gave a brief overview.
Discussion of whether to hear an appeal, A-96-1.
Discussion of an amendment to the transportation funding agreement with ODOT
for the Parkway. The completion date of the agreement was December 31, 1995,
but this is being postponed until the end of May 1997.
Discussion of approval of an intergovernmental agreement and a DEQ grant
application for the Solid Waste Department. This will be to provide funds to
purchase a glass crusher. It will be used by the Bend Recycling Team, but owned
by the County. Also, some of this material might be able to be used to "sand" the
roads in the winter; and it has been successfully used in some golf course
applications as well.
Discussion of signature of an intergovernmental agreement between the State
Health Department and Gonzaga University regarding a nurse internship at the
County.
Discussion of signature of Order 96-019, authorizing the sale of real property.
This is a drug house that had been seized. Every room in the house had been set
up to grow marijuana. There is pending offer to purchase at this time.
Sheriff Greg Brown said that he follows these kinds of seizures very closely; that
they run a very tight program which has not been challenged.

Discussion of signature of a capital assistance agreement with the Oregon
Department of Transportation. Susan Mayea said this has to do with the last
three-year plan for the Bend Dial a Ride program. Now they have to project out
all the way to 1999-2000.
Discussion of Linda Swearingen stepping down from the budget committee
elected official compensation group, since she plans to run for County
Commissioner.
Discussion of a grant request from the Commission on Children & Families for
after-school programs and for a vehicle that is wheelchair equipped.
Discussion of adoption of Ordinance 96-013, Title 11 of Code regarding County
owned lands and property. This covers the use of public real property and
facilities. They have been having ongoing difficulties with people on undeveloped
County lands, including squatters and illegal dumping. This should provide a
mechanism for controlling those sites.
Some of this follows what the State did when they had some bad interactions
with the Rajneesh group. The Departments have received a copy to provide
input. If the property is within a city, that city will need to be cooperative in
enforcement actions. The cities will receive a copy.
Discussion of signature of Resolution 96-025, authorizing the issuance of bonds
for public safety facilities.
Discussion of signature of Order 96-026, changing the name of River Road to River
View Drive.
Discusison of approval of the appointment of Lester Davis to the River Forest
Acres Special Road District board of directors.

Discussion of signature of a minor partition plat.
Discussion of approval of a liquor license application from Ferguson's Terrebonne
Market.
Discussion of a phone call from Representative Dennis Luke, who is concerned
about the County showing some flexibility when it comes to helping those
counties that have experienced some serious road problems. Mr. Nipper said that
the State would like to get some big rock out of a rock pit near Sisters to do fill
work on Highway 20.
Mr. Maier said that they are already working with the State on this situation. In
fact, the County crew pulled a double shift last week to work with ODOT on these
kinds of problems.
Discussion about a recent layoff of an Extension employee, and the fact that the
Board is starting to receive letters and phone calls about this. It was a decision
made by the State and the County needs to do the best it can to stay out of being
drawn into this.
Discussion of a variety of phone calls regarding the 9-1-1 agreement. Some of the
affected boards have not yet met, but there needs to be a final draft for signature
soon.
Discussion of the progress made in selecting a project manager for the library
project.
Commissioner Nipper brought up the fact that, after having attended a joint
meeting of the City of Bend and the County this morning, it appears that the City
is not very cooperative in a number of ways.

Commissioner Schlangen said this is an ongoing problem, and she has spoken to
Councilor Tom DeWolf about it previously. She will try to speak with him again
about specific issues.
