A meeting of the Board of County Commissioners was held on March 4, 1996. Commissioners present were Nancy Pope Schlangen, Bob Nipper and Barry Slaughter. Also in attendance were Rick Isham, County Counsel; County Administrator Mike Maier; the media, other staff and a few citizens. Items discussed at this meeting will likely be on a future Board business meeting agenda: Discussion of changing the name of the Bicycle Advisory Committee to the Pedestrian and Bicycle Advisory Committee, accompanied with changes to the by- laws. Richard Sprague of the group gave an overview of the item. Various bicycle committees nationally and in Oregon have been moving towards including the needs of pedestrians, so it is time for the local group to do the same. The biggest issue seems to be whether to have Bicycle or Pedestrian listed first. Transcription of Audio Recording of a Work Session, March 4, 1996 Page 1 of 3 Discussion of the approval to prepare a request for proposals to retain a financial consultant for the Solid Waste Department, to assist financial relationships with the recycling group, tipping fees and the franchise rate setting system. The Solid Waste Advisory Committee will be meeting on March 20 to talk about this in more detail, plus the issue of siting facilities. A lengthy discussion occurred regarding changing the date of the meeting, and of whether to make this a public event. Discussion of whether to hear an appeal on A-95-21, an appeal of the Hearings Officer's decision on the Rose surface mine site. The hearing was held last September, and the applicant wants to raise the issue of processing excavated material on site, and covering of loaded trucks. Staff went into a lengthy explanation about the decision, the filing of the application and the type of application. Discussion of signature of a contract with Lombard Conrad Architects for the public safety project. Sheriff Greg Brown provided an overview of the RFP, with six submissions. A committee did the interviews and unanimously recommended this company. Another contract with them is for the architect of record. Discussion of signature of a conditions of approval agreement regarding Sun Point subdivision. Discussion of signature of a final plat for a minor partition at Maple Street in Redmond. Discussion of signature of the Bauer's Subdivision plat. Mike Maier explained that the AFSCME union membership voted to approve the latest agreement. He recommended that the Board approve it at this week's business meeting. Discussion of pending bills in the legislature regarding PERS. Mike Maier said they will prepare the County budget to accommodate the worst case situation. Discussion of upcoming meetings.
