DESCHUTES COUNTY BOARD OF COMMISSIONERS

A meeting of the Board of County Commissioners was held on March 18, 1996.
Commissioners present were Nancy Pope Schlangen and Barry Slaughter.
Commissioner Bob Nipper was out of the office. Also in attendance were Rick
(sham, County Counsel; County Administrator Mike Maier; the media, other staff
and a few citizens.
Items discussed at this meeting will likely be on a future Board business meeting
agenda:
Discussion of a public hearing on an application for a proposed comprehensive
plan amendment and zone change to accommodate the Spring River rural service
center. The applicant wants to put a landscaping business into place, and this is
not specifically listed in the approved uses.
Discussion of approval of the purchase of a telephone system for the 4-H/
Extension County Service District, for the Redmond extension office. It is in the
current budget. This will allow automatic answering and voicemail capabilities.

Discussion of signature of Order 96-024, accepting the engineer's report and
setting a public hearing for the formation of the 84th Street local improvement
district. A long discussion ensued as to whether to include Robin Avenue even
though those residents did not support the LID.
Discussion of approval of a request for office space for the Solid Waste
Department. Al Driver, Director, said that they have advised the Board about
their space needs on several occasions. Some alternatives have been analyzed,
including using modular facilities. The Department would like to get approval to
pursue bids for purchasing these units to house operations. The Board was
supportive.
Discussion of approval of an out of state travel request for the Health
Department.
Discussion of the HMO Oregon grant proposal that was recently submitted to the
State. The Health Department should hear from OMAP about the grant by the
end of the month. It has to do with treating chemical dependency.
The whole HMO idea is new and can be very confusing to understand. Staff went
into detail on what is known at this point. Staff feels that the agencies are really
making things up as they go along. They are running into some unanticipated
problems. It is a whole different role for federal, state and local governments, as
they deal with the private sector.
Discussion of approval of the VOCA agreement. This provides for group
treatment services at the KIDS Center.
Discussion of approval of an out of state travel request for Dennis Perkins of CDD,
since he was appointed to the National Code Change Committee. The convention
is in Nashville, Tennessee, and the organization is paying for everything.

Discussion of an Order authorizing a cash transfer within the budget for Solid
Waste.
Discussion of an Order authorizing appropriations within the budget.
Discussion of approval of a contract relating to the Community Development
Block Grant from the State for the final engineering and design of the Terrebonne
Water District project. Susan Mayea gave an overview of this grant and others
that are in process.
Discussion of the adoption of Ordinance 96-002, amending the comprehensive
plan for La Pine. The series of Ordinances will involve text amendments, zone
changes and map changes as well. This will be a model for other rural service
centers. It was decided to delay this action until Commissioner Nipper is back in
the office.
Discussion of Chair signature of a notice of measure election for the formation of
the Ponderosa Pines East Special Road District. This document has to be
approved by the Board this week to make the deadline for submitting it to the
ballot. County Counsel gave a long explanation of the item.
Discussion of signature of an Order refunding taxes.
Discussion of an upcoming meeting with the Library board of directors.
