A meeting of the Board of County Commissioners was held on April 8, 1996. Commissioners present were Nancy Pope Schlangen, Bob Nipper and Barry Slaughter. Also in attendance were Rick Isham, County Counsel; County Administrator Mike Maier; the media, other staff and a few citizens. Items discussed at this meeting will likely be on a future Board business meeting agenda: Discussion of the Regional Workforce Quality Committee's strategic plan update. Discussion of a public hearing on the annexation of Broken Top into Rural Fire Protection District #2. Discussion of the reading and signature of a Proclamation for the 1996 National Crime Victims' Rights Week. Discussion of approval of an out of town travel request for Terry Silbaugh, for Search and Rescue training. Discussion of signature of Resolution 96-042, authorizing the sale of $7.9 million worth of general obligation bonds for the Bend Library. Discussion of approval of change order #6 on a construction contract for the Redmond Library. They are very pleased with how well Kirby Nagelhout Company has been able to keep the project within budget. Discussion of signature of Resolution 96-043, setting a public hearing for a proposed Fairgrounds bond issue, for just over $25 million. Discussion of the appointment of Jim Dover to the Central Oregon Regional Workforce Quality Committee. Discussion of signature of an intergovernmental agreement with the Bend County Library Service District. Discussion of signature of Resolution 96-032, endorsing COIC as the district administrative agency for the federal Job Training Partnership Act. Discussion of signature of a plat for West Bend Village Phases 3, 4 and 5, within the City. Discussion of signature of Order 96-040, authorizing the refund of taxes. Discussion of signature of a final plat for Cypress Ventures, Inc., a 65 -lot subdivision on 19.3 acres in Redmond. Discussion of upcoming meetings: Administrative Liaison; Public Works; Surveyor; and a joint City of Bend -County meeting. Discussion of a preliminary review of the CDD and Public Works recommendations. Commissioner Nipper said that in his opinion, the City of Bend is trying to control the entire County. Mike Maier suggested that the City representatives simply be told that they can put together a proposal and present it to the Budget Committee.
