A meeting of the Board of County Commissioners was held on April 22, 1996.
Commissioners present were Nancy Pope Schlangen, Bob Nipper and Barry
Slaughter. Also in attendance were Rick Isham, County Counsel; County
Administrator Mike Maier; the media, other staff and a few citizens.
Items discussed at this meeting will likely be on a future Board business meeting
agenda:
Discussion of a public hearing on Ordinance 96-032, for a text amendment in the
flood plain zone to allow for expansion of an existing commercial structures. Mr.
Slaughter feels that FEMA needs to take another look at what their maps show for
this basin, as it seems to be inaccurate in many ways.
Discussion of approval of the winning bid for a modular building for the Solid
Waste Department site.

Discussion of the award of a contract to David Evans and Associates for the landfill
site evaluation. This has to do with the two sites, called L & M, which the County
is considering for a new landfill site. They will do archeological, cultural, and
geological study and a cost analysis of each site.
They especially want to focus on the area of seismic refraction. It will cost about
$42,000, which was the low bid by about $9,000; and should be completed by the
end of June.
Discussion of signature of Order 96-017, vacating a portion of a frontage road in
Bend. This parallels Century Drive off Mt. Washington Drive and this part of the
road is within the City limits.
Discussion of signature of Order 96-025, vacating property at the Hillcrest/Summit
Subdivision off Reservoir Drive in Redmond.
Discussion of signature of a personal services contract with Gene Fisher (?), for an
assessment of qualifications for a permanent 9-1-1 director. They have received
13 applications thus far.
Discussion of approval of a bid for the purchase of wood furniture for the new
Redmond Library.
Discussion of upcoming meetings: Administrative staff; and with the Library
District.
Discussin of approval of Resolution 96-050, proclaiming the week of April 28 -May
4 as the Faces of Homeless Week. Sharon Miller of COCAAN provided an
overview of the homeless leadership council and the needs of people in the
community.
Discussion of signature of an intergovernmental agreement for a TGM grant for
the Bend urban area neighborhood.

Discussion of a transportation growth management grant, which is for both Bend
and Redmond. The focus is how to make improvements in specific
neighborhoods.
Discussion of signature of the final plat for Lava Meadows Phase I.
Discussion of approval of lottery grants as recommended by the Economic
Development Committee.
Discussion of approval of the Black Butte Ranch County Service District equipment
reserve fund, and making appropriations.
Discussion of approval of Resolution 96-052, creating a grant projects fund and
making appropriations.
Discussion of signature of a Resolution appropriating new grant funds for the
Health Department.
Discussion of signature of the intent to transfer real property to Newberry Habitat
for Humanity. It is located east of Wickiup Junction.
Discussion of signature of Ordinance 96-118, amending Title 20, the urban growth
area zoning.
Discussion of codifying Sisters urban growth zoning.
Discussion of infraction procedures relating to Deschutes County Code.
Discussion of amending building height restrictions.
Discussion of signature of Resolution 96-049, allowing Black Butte Ranch to
become a member of the special districts organization.
Discussion of signature of a Resolution to direct the Treasurer to invest bond
proceeds from the Bend Library County Service District.
Discussion of the approval of appointing Harry Jameson to the Local Drug and
Alcohol Advisory Committee.
