May 6, 1996; 10:00-11:15 AM.
A meeting of the Board of County Commissioners was held on May 6, 1996.
Commissioners present were Nancy Pope Schlangen, Bob Nipper and Barry
Slaughter. Also in attendance were Rick (sham, County Counsel; County
Administrator Mike Maier; the media, other staff and a few citizens.
Items discussed at this meeting will likely be on a future Board business meeting
agenda:
Discussion of adopting Title 11 changes, regarding County -owned land and
property. Brad Chalfant, Property Manager, explained that this will give the
County control of its property. In particular, this allows the County to regulate
the uses that take place on County lands. Some of this is modeled after what the
State put into place, following its difficulties with the Rajneesh group several
years ago.

If there are disruptive individuals on County property, there will be certain things
the County can do. Staff feels that this will go a long way towards clearing some
of the problems it has had. The departments will have to work together on this,
but he thinks it will be helpful.
To have regulations inside offices, information will have to be posted to make the
public aware through proper notice. This will also relate to the same type of
situation on County lands.
Discussion of a public hearing on a plan amendment and zone change, to amend
the comprehensive plan and zoning for 27 acres. Kevin Harrison provided an
overview regarding a property that was planned to be agricultural but was zoned
RR -10. In 1983, the applicant, Mr. Bishop, asked for this land to be zoned
agricultural and this was approved, but apparently the County's Mylar was never
updated to reflect this change.
Discussion of a decision on the Lost Tracks clubhouse application.
Discussion of signature of the annual Health Plan grant from the State of Oregon.
Staff advised that unfortunately the funding amount is going down. However,
they are relatively sure of the dollars that they will be getting.
Discussion of the fact that this is National Nurses Week.
Discussion of the HMO agreement previously discussed.
Discussion of the approval of a business loan to Cascade Lakes Brewing Company
in Redmond. Susan Mayea provided an overview. They had been granted a
previous loan in 1994 to help them get started, with the help of COIC. They are
now doing an expansion and want to start a brew pub as well. They now employ
three people, and this would add three more.
The total owed would be $55,000. This will be in partnership with the Bank of the
Cascades. There is adequate equity in the equipment, inventory and facilities.

They have a good track record and have exceeded projections. The Board was
supportive.
Discussion of signature of a personal services contract for engineering on the
Terrebonne water project. It would be with HGE, who performed the preliminary
feasibility study for the water district.
Discussion of approval of an intergovernmental agreement with COIC to provide
the administrative services for the Terrebonne water project grant and
construction.
Discussion of an RFP for the La Pine water project. This will be a State CDGB type
grant.
Discussion of signature of a dedication of a road right of way for 3T Equipment
Rental. They have received a conditional use permit tentative plat for 15 lots on a
40 acre parcel at 19th Street and Hemlock. This will dedicate 30 feet of right of
way for roadway purposes.
Discussion of signature of a Resolution proclaiming the week of May 11-17 as
National Preservation Week. There will an award for the best preservation effort,
and what they call the "Onion" award for the worst. The worst will be presented
due to the destruction of the old Pilot Butte Inn. There have been discussions
about building a duplicate Pilot Butte Inn on hospital hill. There will be tours and
other events associated with this week.
Discussion of signature of a Resolution authorizing a petty cash fund for the
Redmond CDD office in the Unger building. This is on a temporary basis to make
sure the need is there and that they can handle the workload.
Discussion of signature of a Resolution establishing a policy for compensation for
election board clerks.
Discussion of signature of an intergovernmental agreement with the City of
Redmond regarding SDC's.

Discussion of approval of the appointment of Bob McKessler to Deschutes County
Public Safety Coordinating Team.
Discussion of signature of a Mylar for Golden Butte Phase III.
Discussion of signature of renewal of a liquor license application for East Lake
Resort.
Discussion of the award of a State block grant in the amount of $105,000 for the
COBRA project.
Discussion of upcoming meetings: Mr. Nipper meeting with Tom DeWolf
regarding a recent City/County meeting. Mr. Nipper wishes to discuss issues with
the garbage haulers.
Discussion of a complaint filed on the Cooley property projects. There was a
lengthy conversation as to whether someone who does not live in the County can
file such a complaint.
