DESCHUTES COUNTY BOARD OF COMMISSIONERS

May 13, 1996; 10:00-11:00 AM.
A meeting of the Board of County Commissioners was held on May 13, 1996.
Commissioners present were Nancy Pope Schlangen, Bob Nipper and Barry
Slaughter. Also in attendance were Rick (sham, County Counsel; County
Administrator Mike Maier; the media, other staff and a few citizens.
Items discussed at this meeting will likely be on a future Board business meeting
agenda:
Discussion of approval of the sale of surplus equipment from the Public Works
Department to R.L. Coats Company. This is the only company that seems to be
interested in it.
Discussion of signature of Resolution 96-065, establishing a no parking zone near
the entrance of Sunriver off Century Drive. People have been parking items 'for
sale' there, obstructing the view of the road. However, this won't affect the area
where people park to gain access to the River.

Discussion of approval of the appointment of Jeff Munson to the Deschutes
County Pedestrian and Bicycle Advisory Committee.
Discussion of signature of an agreement with the Bend -La Pine School District to
provide water to the La Pine Library.
Discussion of signature of Order 96-047, ordering the transfer of interest in real
property to Newberry Habitat for Humanity.
Discussion of approval of an out of state travel request for Mike Viegas of Risk
Management. The conference is $425, but the meals and travel are already
covered. This is the Public Risk Managers Association conference, and he would
be moderator of several meetings.
Discussion of signature of an intergovernmental agreement with the City of
Redmond regarding systems development charges. This will affirm agreement
with the methodology used. Mr. Slaughter observed that Redmond's efforts went
smoothly, and he wishes the City of Bend could follow their lead.
Discussing of the appointment of Shirley Melnor to the Beaver Special Road
District board of directors.
Discussion of signature of a Mylar for Majestic Subdivision Phase I.
Discussion of adoption of Ordinances 96-024 and 96-029, amending definitions in
Title 19. This is a housekeeping effort.
Discussion of approval of special transportation fund grants. Mr. Nipper
complained that this is on the agenda but the person who knows about it, Susan
Mayea, is not there to talk about it. If something is on the agenda for discussion,
he wants to be sure someone is there to talk about it. He wants to be fully aware
of the details of the item before the Wednesday business meeting.
Discussion of signature of a partition plat for a Redmond development.
Discussion of signature of a final plat for a minor partition for Curt Johnson.

Discussion of a letter from Bend City Councilor Tom DeWolf regarding his
concerns about recycling efforts. A meeting will be scheduled to talk about this.
Mr. Isham said that there is an executive session planned to discuss enforcement
efforts and other issues.
Discussion of the resubmittal of the public purpose grant for Burgess Road at
Wickiup Junction.
Mr. Nipper wishes to meet with Parker Johnstone and their attorneys relating to
the County's decision regarding their ability to build on EFU land. They have gone
to the Governor's Office and other State agencies. Mr. Johnstone wants the
Board to visit the property to see if the decision was just. There are houses built
on both sides of his property.
Mr. Slaughter and Mr. Nipper plan to go to the property. They don't want the
attorneys present. Ms. Schlangen is reluctant to do so, since the Board already
made a decision and this is not the proper process. Mr. Nipper said that he has a
feeling that this person is going to do all he can to get his way, one way or
another.
