WHEREAS, the City of Bend previously sponsored and made application for an enterprise zone within
the boundaries of the City; and
WHEREAS, on July 1, 2010 the State of Oregon, through Business Oregon did approve the City's
application for designation of an enterprise zone; and
WHEREAS, a map depicting the present boundaries of the Bend Enterprise Zone is attached hereto and
identified as Exhibit A; and
WHEREAS, EDCO (Economic Development of Central Oregon) and the City of Bend now wish to
expand the Bend Enterprise Zone to include portions of unincorporated territory within the UGB; and
WHEREAS, the Board of Commissioners for Deschutes County has studied and considered the
proposal to expand the Bend Enterprise Zone to include portions of unincorporated territory within the Bend
UGB, now therefore,
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES
COUNTY AS FOLLOWS:
SECTION 1. Provided that the City of Bend takes final action on or before July 31, 2018, Deschutes
County consents to inclusion of the portions of unincorporated territory within the Bend UGB identified and
described on the documents attached hereto and identified as Exhibit B.
SECTION 2. Effective Date. This Resolution shall be effective upon adoption.

TITLE OF AGENDA ITEM:
Board approval and signature of Resolution No. 2017-046 Consenting to Inclusion of Territory within
the Bend UGB into the Bend Enterprise Zone.
PUBLIC HEARING ON THIS DATE? No.
BACKGROUND AND POLICY IMPLICATIONS:
The Bend Enterprise Zone was designated in July 2010. The last boundary change was in May 2012.
EDCO has requested that the County consent to inclusion of portions of territory within the Bend UGB
into the Bend EZ. Exhibt B, attached to the Resolution describes and illustrates the subject territory.
The City of Bend is scheduled to address this matter in mid-October 2017. The Resolution provides
that if the City does not take final action on this matter prior to the end of July 2018, that the consent
lapses.
FISCAL IMPLICATIONS:
Possible tax assessment/collection implications.
