Nipper DEPARTMENT HEAD MEETING MINUTES Wednesday, January 18, 1995 1:30 p.m., ESD Conference Room Larry Rice 1. Deschutes County Clerk Susie Penhollow accepted the award for Department of the Year on behalf of her office. Susie praised her staff for their exceptional efforts during the 1994 election. The Commissioners will take the Clerk's Office staff to breakfast to celebrate a job well done. 2. A copy of the Board's 1995 retreat minutes were shared with the department heads. Goals, budget guidelines, liaison and committee appontments, and the 1995 Board meeting schedule were discussed. Please contact the Board's office if you need a set of these minutes. 3. Al Driver was introduced as the new director of Solid Waste. The Board took action to separate Solid Waste from the Public Works Department. Larry Rice will continue as director of Public Works. 4. Mike Maier distributed a memo outlining conduct during the union election period. Discussion of dos and don'ts followed. There were questions regarding the December adoption of the County's time management program. The Board will request a written opinion from the labor attorney on whether the implementation of the program would include represented or only nonrepresented employees. It was stressed that management personnel not put themselves in a position to have an unfair labor act filed against the County. Please contact Mike Maier or Legal Counsel with any questions. They will respond in writing. 5. The Board's position on Measure 8 was restated. There will be a separate accounting of the 6 percent PERS funds. These funds will be set aside for each employee until the final outcomes of the lawsuits challenging the validity of the measure is known. The County has taken action to make the employee's 6 percent PERS payment pre-tax to lessen the impact of the deduction on take-home pay. Quality Services Performed with Pride DEPARTMENT HEAD MEETING JANUARY 18, 1995 PAGE -2- 6. Sue Stoneman gave an update on the Public Information Committee. She stated that one of the goals of the Public Information Committee was to develop a countywide informational brochure to distribute to the public. This will be shared with departments for input before distribution. Dennis Maloney suggested that a "Your County at Work" video be produced. There being no further business, the meeting was adjourned. Next department head meeting is WEDNESDAY, FEBRUARY 1, 1995, at 1:30 p.m. in the EXTENSION CONFERENCE ROOM.
