MINUTES OF BUSINESS MEETING
DESCHUTES COUNTY BOARD OF COMMISSIONERS
Wednesday, August 30, 2017
Commissioners' Hearing Room — Administration Building — 1300 NW Wall St., Bend
Present were Commissioners Tammy Baney, and Anthony DeBone. Commissioner Phil
Henderson was absent. Also present were Tom Anderson, County Administrator; Erik Kropp,
Deputy County Administrator; David Doyle, County Counsel; and Sharon Ross, Board Executive
Secretary. No representatives of the media were in attendance.
CALL TO ORDER: Chair Baney called the meeting to order at 10:02 a.m.
PLEDGE OF ALLEGIANCE
CITIZEN INPUT:
• Request Meeting in Executive Session — Patrick Brady, CEO of Ezra Terra approached
the Board to request a meeting with the Commissioners in an executive session.
Commissioner Baney inquired on more detail. Mr. Brady has interest in a property and

wants to discuss the matter with the Board. Legal Counsel Doyle suggested Mr. Brady
speak with James Lewis, Deschutes County Property Manager. Mr. Lewis was present at
the meeting and noted he has spoken with Mr. Brady and will bring an update to the
Board.
• 4 Peaks Music Festival Update - Stacy Totland and Steve Hultberg gave an update to
the Board on this year's music festival. An application for next year's event will soon be
submitted. Mr. Hultberg spoke on outdoor mass gathering permits and addressing
neighbor concerns. Ms. Totland reported on the 10th year of the festival and submitted a
written document addressing prior comments made by neighbors regarding the festival.

With the wildfire activity in the area, County Administrator Anderson explained the Facilities
Department is examining the County buildings to address smoke coming into the building.
Health Services is looking at options for residents that do not have filtered air.
