A meeting of the Board of County Commissioners was held on March 24, 1997. Commissioners present were Nancy Pope Schlangen and Linda Swearingen. Commissioner Bob Nipper was out of the office. Also in attendance were Rick Isham, County Counsel; County Administrator Mike Maier; the media, other staff and a small number of interested citizens. Items discussed at this meeting may be on a future Board business meeting agenda. Discussion of approval of a contract with agencies for federal Title V funds for youth services programs. Bruce Abernethy of the Commission on Children & Families explained this is the third year of a three-year grant. He spoke about the services at length. Discussion of signature of Order 97-042, regarding the sale of certain real property. Brad Chalfant explained this is the annual property sale auction scheduled for May 1. The BLM is also involved in this process. Discussion of a public hearing on the withdrawal of Aspen Lakes property from the Sisters -Camp Sherman Rural Fire Protection District. They are transferring into a different District. Discussion of approval of Ordinances to amend the Comprehensive Plan. Staff said that this would add a number of changes at once rather than doing it piecemeal, regarding the Rural Service Center in the La Pine area. Signature of approval of a two -lot partition; it is twenty acres on the east side of Sisters zoned RR -10. Discussion of approval of a temporary gate permit. Tom Blust explained that Warner Brothers is doing some filming in the area and the two property owners asked if they can get a temporary gate permit to try to keep most of the public off the property while they are filming there. It would be gated from April 1 through May 12. Discussion of approval of declaring some computer equipment surplus personal property, after the conversion into the new computer system. It is marketable so they can get something for it. Discussion of approval to execute the final agreement for a CMGC for the Bend Public Library with Kirby Nagelhout Company. The design services meet went very well. Along explanation was given regarding when George Read's services as 'owner' would cease. Discussion of signature of Order 97-042, authorizing tax refunds. Discussion of limiting the Board business meetings to perhaps three times a month. The Board seemed supportive. However, the Finance Director would prefer it be four times a month as it is now. The Board also suggested that the front office be closed from 12 to 1 PM each day to allow time for staff to have lunch. Discussion of upcoming meetings: Department Heads; and Administrative Liaison.
