DESCHUTES COUNTY BOARD OF COMMISSIONERS
Audio Cassette Recording Titled: WORK SESSION
March 31, 1997; 10:00-11:15 AM.
A meeting of the Board of County Commissioners was held on March 31, 1997.
Commissioners present were Nancy Pope Schlangen, Bob Nipper and Linda
Swearingen. Also in attendance were Rick Isham, County Counsel; County
Administrator Mike Maier; the media, other staff and a large number of
interested citizens.
Items discussed at this meeting may be on a future Board business meeting
agenda.
Discussion of a public hearing and approval of declaring the vacation of an alley
on Block 19 in Tumalo.
Discussion of approval of a grant agreement with the State Health Department
and COAST regarding funding for AIDS services.
Discussion of approval of a personal services contract with B.J. Fowler for real
property auction services.

Discussion of the draft letter regarding Section 11 and an exchange with the
Department of State Lands. This has a high level of importance to the City of
Bend and the community since it may end up being within the city limits at some
point. Of course the Parks District will want part of it, as will the School District,
public facilities and others. It abuts the County's public works facility.
Discussion of the approval of an Ordinance adopting State contracting rules. Rick
Isham said the last time the County adopted these rules was in 1996. Most of
what they use is out of the State's contract manual. He would like the Board to
adopt the entire manual to be consistent.
Discussion of approval of Resolution 97-041, contracting for the Regional
Strategies program.
Discussion of the fee waiver policy. George Read explained that he met with
other departments that charge fees to figure out how to handle requests for
waivers. However, their needs are very different so one type of policy would not
work. He went into detail on how Community Development would like to handle
these situations.
There was a lengthy discussion regarding which circumstances might fall into the
category of giving a waiver.
Commissioner Schlangen suggested that the County have a volunteer coordinator
to deal with all the groups that ask the County for waivers or other kinds of
assistance. Commissioner Swearingen said that it is not that difficult. If someone
says they are helping, for instance, the Red Cross, someone would just have to
verify the hours with the Red Cross.
Discussion of signature of MP -96-39, a Tweed Road partition.
Discussion of final approval of a plan amendment and zone change on a quasi-
judicial application in the Bend urban area. This would change a 23 -acre property
from RL to RS.

It is owned by the Broadus family and is located on South Highway 97, south of
Murphy Road. The City of Bend is also involved in this decision. Hearings will take
place in May and June.
A member of the public, Bob Bates, asked to speak about this issue. He said that
in Title 19, there is a section where the Board is supposed to make a
recommendation regarding intent to approve the rezoning. It also suggested that
there be a stipulation of a time limit so the applicant can't just sit on it forever for
speculation. He would like to be sure this is considered.
Commissioner Schlangen said that rezoning has no time limit. It will be what it is
unless changed at a future date. George Read said that this is not a declaration of
an intent to rezone, but a straight rezone. There is a time limit for projects if a
permit is requested, however.
Discussion of a meeting with Clarion and Associates regarding the transfer
development rights program.
Sue Brewster gave an update on the La Pine Cemetery meeting. She said there is
another meeting this week to try to negotiate a transfer of records and funds to
the new board. The Community Action Team will develop some criteria and
review applications.
There was a discussion about a committee to deal with dog issues, including
licensing, animal control procedures and other problems. Staff indicated a task
force is a good idea, but they do not want to spend any time on a first-time dog
issues.
The Animal Board of Supervisors refuses to do anything involving the ordinance
process. The do not have all the necessary records yet from the Finance
Department.

There was a very lengthy discussion about the issue. The shelter hopes to have
software soon to track dogs through their license number, and the Sheriff's Office
should have something similar. This won't help much if people don't bother to
license their dogs.
Commissioner Schlangen said she received a letter and a video on targeting
workplace violence. It was done by KOIN TV after a hostage situation. She feels it
would be appropriate to share with employees.
Commissioner Nipper would like to see a latched electronic gate at the front
counter to keep people from wandering around. He feels there are security
problems within the office.
Discussion of signature of a Resolution declaring the results of the election of the
prior Sheriff's levy that failed.
Discussion of which Commissioners are attending the Deschutes Housing
Solutions fundraiser dinner.
