A meeting of the Board of County Commissioners was held on March 17, 1997. Commissioners present were Nancy Pope Schlangen, Bob Nipper and Linda Swearingen. Also in attendance were Rick Isham, County Counsel; County Administrator Mike Maier; the media, other staff and a large number of interested citizens. Items discussed at this meeting may be on a future Board business meeting agenda. A presentation of law enforcement certificates to two deputies. Sheriff Greg Brown introduced Deputy Ryan Shore and Detective Doug Erik to a large audience, explained the work they had done to get to this point, and presented their hard-earned certificates to them. The Commissioners expressed their congratulations. Transcription of Audio Recording of a Work Session, March 17, 1997 Page 1 of 4 A public hearing on the Sheriff's one-year serial levy proposal. Sheriff Brown said that since the last three-year levy was defeated, he has been contacted by a large number of concerned citizens. They understand the urgency of the situation now facing the County if the new levy does not pass, affecting deputies on the roads and those working at the jail. About 70% of the Sheriff's budget is covered by a serial levy that expires on June 30. Sheriff Brown went into details of what would occur on July 1 if the levy does not pass. Chair Schlangen opened the public hearing. A large number of citizens spoke in support of the passage of the levy, including representatives of various agencies, the school districts and others. A few citizens spoke about what they felt was the lack of information to make an informed decision. Chair Schlangen closed the hearing after about an hour, and Sheriff Brown gave an overview of what the passage of a one-year levy would accomplish, which would be bare -bones services on the street and in the jail. Commissioner Nipper commented that problems have increased because of the passage of various bills that make more work for the Sheriff's Office and law enforcement system in general. Some of these were passed by the voters, but then some of them don't want to pay for it. He is very frustrated by the lack of support in the community. Commissioner Swearingen echoed his statement, and added her own level of frustration with public apathy. Commissioner Schlangen said she would support the effort as well, but is very concerned about it being just a one-year levy. County Counsel provided an explanation of the timing required to get the measure on the ballot. Commissioner Nipper moved that they place a one-year measure on the ballot; this was seconded by Commissioner Swearingen, and unanimously approved by the Board. (Could not hear the discussion due to background noise from the crowd.) Discussion of private schools on smaller parcels. Staff explained there is a request from J Bar J Boys' Ranch to expand the special use section for schools. They want standards set for this kind of use. The Commissioners said that they don't have a problem with this. Discussion of approval of an Ordinance regarding road projects in the open space. Staff said that this completes Code, and the reason is the Crooked River Bridge replacement project on Highway 97. This will require a public hearing before the Board. Discussion of approval of the annexation of Lower Bridge Estates into Rural Fire Protection District #1. Bruce White provided an overview of the item. Discussion of a notice of measure election on the formation of the La Pine Water District. Discussion of signature of a Resolution regarding Deschutes County's decision to participate in the expenditure of funds for the Dispute Resolution program. This Resolution allows them to apply for a State grant. Discussion of approval of an Ordinance regarding the Solid Waste Advisory Committee. Al Driver explained that this was discussed previously with the Board, and will be discussed with the Bend City Council later this week. He suggested that this be delayed for a week for that reason. Discussion of approval of a Resolution transferring appropriations within the current budget. Discussion of approval of a Resolution transferring cash within the current budget. Discussion of approval of creating a Code abatement program fund, and making appropriations. This will be under the County Counsel fund. Discussion regarding dog control and livestock kills, and Code to deal with these situations. Discussion of adoption of an Ordinance amending the definition of Tax Administrator for Code. This allows the Finance Director to do specific work on transient room tax collections. Discussion of approval of Orders authorizing the refund of taxes. Discussion of the partition of one property into two parcels. Discussion of approval of Resolutions authorizing appropriations within the budget and transferring cash. Discussion of the Paulina Lake Road and parking lot issue. Mr. Isham said he is working with the Forest Service on this. Discussion of approval of a proclamation declaring support for closer checking of ID's in stores where tobacco is sold.
