A meeting of the Board of County Commissioners was held on March 10, 1997.
Commissioners present were Nancy Pope Schlangen and Linda Swearingen.
Commissioner Bob Nipper was out of the office. Also in attendance were Rick
Isham, County Counsel; County Administrator Mike Maier; the media, other staff
and a large number of interested citizens.
Items discussed at this meeting may be on a future Board business meeting
agenda.
Discussion of approval of signature of a transfer of a reversionary interest in a
Redmond American Legion property for another interest in the new Ray Johnson
Park site.
Discussion of approval of an exchange of property involving the U.S. Forest
Service and the Sisters School District.

Discussion of a public hearing and consideration of adoption of Ordinance 97-016,
amending Code through a text amendment regarding destination resorts. This
means that all improvements such as infrastructure and fire safety concerns will
not be addressed before building permits can be obtained. They have bonded for
these things already and they wish to start marketing as soon as possible.
Consideration of signature of Order 97-026, a final Order annexing territory
known as Widgi Creek into Rural Fire Protection District #2.
Discussion of approval of a request for out of state travel for a nurse who is
president of the American Correctional Health Services Association, and needs to
attend their conference. Her travel and other fees are covered.
Discussion of approval of a request for out of state travel for Timm Schimke of
Solid Waste. A portion of the landfill will be closed in 1998, and DEQ has
expressed an interest in an alternative cap design. In order to learn more, they
are looking at a demonstration project to see which might work better. It would
also be less expensive than the traditional cap.
The federal government has been funding some research in this area with mining,
landfills and hazardous waste areas. This conference is basically a culmination of
this work, and he would like to attend to learn all he can.
Discussion of signature of Resolution 97-026, initiating a road vacation; and Order
97-033, vacating a portion of Johnson Road.
Discussion of approval of a contract for the purchase of crushed rock for the chip
seal program.
Discussion of approval of an out of state travel request for Dennis Perkins. He
wishes to attend a conference the week of April 14, to learn more about the one
to two family dwelling committee in Chicago. He was one of ten people nationally
appointed to the committee.

Discussion of adoption of Ordinance 97-017, an interim ordinance regulating the
siting of wireless communication facilities. Damian Syrnyk presented draft #5 and
updated the Board at length on his conversations with the various companies and
proposed changes to the ordinance.
Discussion of the adoption of several ordinances regarding an application from
Scott Oakley from RS to RM -CC, convenience commercial off Empire and 18th
Street in Bend. This has been approved by the Hearings Officer and there were
no appeals.
Discussion of signature of Order 97-041, assigning the road name of Sagebrush
Lane to an unnamed road off the Bend -Sisters Highway.
Discussion of approval of the appointment of Larry Kittle and reappointment of
Martin Hansen and Laurie Tonsfelt (?) to the Deschutes County Historic
Landmarks Commission.
Discussion of approval of the appointment of Allen Albertini to the Regional
Workforce Quality Council.
Discussion of signature of Resolution 97-019, transferring appropriations in the
current budget.
Bruce White talked about a land use case that he dealt with and that there was a
decision on the previous week. It had to do with EFU zoning, related to the farm
study and periodic review. This was upheld by the State.
