A meeting of the Board of County Commissioners was held on February 10, 1997. Commissioners present were Nancy Pope Schlangen, Bob Nipper and Linda Swearingen. Also in attendance were Rick Isham, County Counsel; County Administrator Mike Maier; the media, other staff and a small number of interested citizens. Items discussed at this meeting may be on a future Board business meeting agenda. Discussion of an informational update on the mid -year progress of the Commute Options program. A lengthy slide presentation and a display board were then provided by Jeff Monson. It was decided that it would be a good idea for him to make the same presentation at the next Department Head meeting. Ron Meckler, Director of the 9-1-1 County Service District, provided an overview of the system. Various agencies indicated support of the system. Discussion of signature of Resolution 97-024, establishing a no -parking zone on a portion of South Century Drive. Discussion of the signature of an agreement with JAL Construction for work at Highway 126 and Cline Falls Road for the Eagle Crest project, for approximately $426,000. Eagle Crest is paying for 40%, and ODOT is paying for 60% up to a certain cap. Discussion of signature of contracts with DNS Hydraulics for Road Department equipment. Discussion of signature of Resolution 97-025, supporting assisted housing programs. Discussion of a decision on Appeal #A-96-21, an appeal of the proposed Cellular One facility on Ward Road. Damian Syrnyk explained the issue at length. He also spoke about a second appeal hearing that is scheduled the following night regarding a different appellant. He feels the issues are very similar on both of these issues. Staff will meet with the Commissioners before the hearings to go over the issues in more detail. Discussion of the appeals on the site plan for the Lost Tracks Golf Course. Paul Blikstad updated the Board on these issues. This had been postponed until the new Commissioner was on board. Discussion of approval of a modification of an intergovernmental agreement with COIC regarding regional strategies. The Road Department is opposed to insisting on weight limits. Mr. Isham heard from people in the district that they might have the authority to post this, but he does not believe this is the case since this is a public road. The Board needs to publicly explain this. Discussion of several upcoming presentations before the various Chambers of Commerce.
