DESCHUTES COUNTY BOARD OF COMMISSIONERS

January 6, 1997; 10:00-11:15 AM.
A meeting of the Board of County Commissioners was held on January 6, 1997.
Commissioners present were Nancy Pope Schlangen and Commissioner -elect
Linda Swearingen. Commissioner Bob Nipper was out of the office. Also in
attendance were Rick Isham, County Counsel; County Administrator Mike Maier;
the media, other staff and a large number of interested citizens.
Items discussed at this meeting may be on a future Board business meeting
agenda.
Commissioner Schlangen introduced the newest Commissioner, Linda
Swearingen.
Discussion of a request regarding filling a vacant position in the Tax Office for a
customer service clerk.

Discussion of a public hearing today on the proposed Sheriff's Department three-
year split levy. Commissioner Schlangen read a statement in this regard, with the
dollar amount and the process.
A public hearing is not required but the Board felt it was important. Sheriff Brown
will testify, as will other officials and members of the public if desired.
Chair Schlangen opened the public hearing. Sheriff Brown gave a lengthy
explanation, as did former Sheriff Davidson. Darrell Churchill, Fire Chief at Black
Butte Ranch, spoke in favor of the levy. No members of the public wished to
testify, so the hearing was closed. The Board indicated that they will take action
later in the week.
Discussion of signature of Resolution 97-001, accepting a petition to vacate a
sixty -foot public right of way. Larry Rice explained that this is concurrent with and
required by a land use action.
Discussion about actions needed to extend Providence Drive in Bend.
Discussion of signature of Resolution 97-004, transferring appropriations within
the 1996-97 Budget.
Discussion of signature of Resolution 97-005, amending Resolution 96-147. This
has to do with necessary adjustments to the supplemental budget adopted last
year.
Discussion of signature of Resolution 97-006, establishing a Community
Corrections fund for Jefferson County. An intergovernmental agreement has
tentatively been approved, and this will adopt the budget for the proposed
program.
Discussion of signature of agreements with IBM and Strategy 7. Dave Peterson
said he may ask for a continuation because the contracts are not yet fully
completed.

Discussion of authorizing George Read and/or Eric Swanson to approve Change
Order #1 for the new Administration Building. This adds almost $14,000 to the
contract, but it is necessary for rock removal. This was purposely left out of the
original estimate because it was a big unknown. The rest is for additional
insurance on the structure.
Discussion of setting a public hearing date for the appeals on the Lost Tracks Golf
Course site plan. Paul Blikstad said this has been delayed for two months and he
would like to see it resolved as soon as possible. Commissioner Swearingen will
need to get up to date on the issues.
Discussion of approval of the reappointment of Donald Freight (?) to the
Newberry Estates Special Road District board of directors.
Discussion of the possible approval of architect selection for the new Fairgrounds
facility. Interviews of the candidates will be held tomorrow. They hope to hold
the 1998 annual Fair at the new building, so things need to move fairly quickly to
get that done.
Discussion of signature of an exchange agreement with John Gill for the exchange
of real property. Rick Isham said that this has to do with a three-way exchange of
property involving the Gill's Guest Ranch.
Discussion of a public hearing and approval of an exchange involving the U.S.
Forest Service and the Sisters School District.
Discussion of approval of a grant for a cost -benefit analysis consultant as
approved by the legislature for regional problem solving in the La Pine area. Staff
took Mr. Benner of LCDC around the area and he talked with various citizens
there. Staff would like to see more participation from the Board.
The consultants are all experienced in wastewater treatment projects and other
regional problem solving issues. One company is coordinating a similar situation
in Josephine County.

An economic cost -benefit analysis will be done and they should come up with
three or four options. There will also be options presented for alternative on-site
wastewater treatment systems and septic tanks, with a special emphasis on
wetlands on watershed and environmental planning.
This is the key to the whole program, and they hope to be able to provide
solutions to the community. They need to know the potential costs and benefits
of such a program.
